- THIS IS A MARKET SURVEY ONLY. The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability and technical capability of qualified 8(a) small business, service-disabled-veteran-owned small business, HUBZone small business or small business firms capable of fulfilling a potential requirement for an electrical engineering study of NIH buildings at the Bethesda, Maryland main campus. This is a request for interested firms with the capability of fulfilling the requirement described in this announcement to submit an interest and qualification statement to assist the Government in determining whether or not the potential procurement will be set-aside for any of the small business identified above. This requirement is classified under North American Industrial Classification (NAICS) code 541330 with a small business size standard of $4.5 million dollars. The electrical engineering study includes, but is not limited to, short circuit calculation and load coordination analysis; arc flash calculations and updating one-line diagram for buildings; site investigation, assessment, and analysis of existing buildings? electrical distribution system for efficiency and coordination; development of full report identifying existing deficiencies with recommendations; update/develop one-line diagram for each building?s power distribution system, normal and emergency. The typical building power distribution system is 480/277V, three spot network system. Currently, 27 buildings located on the NIH Bethesda, Maryland main campus are being considered for inclusion in the study. The total square footage is slightly over 9,000,000. Other NIH buildings located outside of the Bethesda, Maryland main campus may be added as necessary. Firms must have completed projects of comparable size and complexity in government or private sector within the last five years that include electrical engineering studies, load coordination analysis, arc flash calculations for large facility complex, and spot network system in multiple and occupied buildings. Interested firms with the qualification, experience, and capability to perform the services described in this announcement must submit one (1) original and one (1) copy of the SF330 Part II, in addition to one (1) original and one (1) copy of the Letter of Interest. The Letter of Interest must include at a minimum numbers 1 through 4 below: 1) Company Name, Address; 2) Point of Contact, Telephone/E-mail; 3) *Identify the size of firm and Small Business status (e.g. small business, 8(a), HUBZone); 4) List and describe similar electrical engineering projects of comparable size and complexity that were completed within the last five years; for each project provide beginning and ending dollar value and two references; 5) Additional Information: Submission of additional supporting material is admissible only to the extent that it graphically (via drawings and photographs) substantiates project work relevant to this requirement. Additional material should not exceed 5 double-sided pages. *Interested 8(a) Small Disadvantaged Business firms responding to this announcement must provide a copy of their Small Business Administration certification. HUBZone small business firms must provide proof of HUBZone status.
