Description
NAICS Code: 61143 The U.S. Environmental Protection Agency intends to award a purchase order to the vendor who, first, offers the "best price" and, secondly, is able to meet all of the requirements stated in the following Statement of Work. Statement of Work The vendor must provide a cadre of speakers consisting of past Federal employees & CIOs who have had valuable experience in the Public IT Sector. Such a group offers the EPA IT community the opportunity to draw upon the expertise of a broad & experienced group. The vendor must have the ability to bring together former government officials and best practices partners across a wide diversity of private sector firms in a neutral environment. Acceptable contributors should be former federal, state and local Chief Information Officers (CIOs) who through experience and excellence in their field who can mentor incoming and current government SIOs to help advance innovative technology management approaches essential to improving the performance of government. They should also share a common purpose with current SIOs - to successfully implement technology solutions, which improve the economy and efficiency of government programs and recast the connection between citizens and government. Contributors must moderate discussions and serve on panels during the program. EPA is looking for a vendor can provide a four-part program in a Boot Camp format (typically meaning an intense information laden event meant to create a baseline of understanding, a foundation of knowledge and form a like-minded community) The vendor must be able to assist, advise and mentor incoming public sector SIOs on successful technology/business alignment & outcomes; and create a forum for thought leadership & information exchange among existing & former State and Federal CIOs. Prior experience executing successful CIO Boot Camps within the public sector is a mandatory requirement. It is important to EPA to have its SIO community profit from the experience of previously held successful Federal CIO Boot Camps. Required collateral material: The vendor must provide a graphic depiction of the roles and responsibilities of the CIO. This roadmap should provide guidance in decision-making and clearly depict a snapshot of the public CIOs domain. The Period of Performance - The vendor's services will be need from October 16, 2006- April 30, 2006 (the start time period is subject to change based on the award date of purchase order). During that period, the vendor will provide five (5) training events. EVENT ONE: Key Audiences: EPA/OEI senior level staff Session Objectives: This session will allow, EPA/OEI senior staff to preview the program developed for the SIO communities. This event will be a four to six hour one-day event to be held in the Washington, DC commuting area. TDY funds will not be available. The format should roundtable with two or more former federal CIO's as speakers and participants. They will have the opportunity to speak to issues specific to SIOs including IT management and governance. This is a dry run for the opening 'SIO Only" event to be held in December. This event must be executed by November 10, 2006. Session Format This four to six hour (4-6) session should be as interactive as possible and should solicit feedback from the audience around a set of key questions and scenarios specific to the SIOs. The feedback should use formal survey process such as written survey or random sample interviews. Roundtable format Conversation led by experts in the field Very interactive with lots of audience participation Key Questions to be addressed: The key topic areas: " Roles and Responsibilities " E-Government " Policy Compliance " Architecture Planning " Lifecycle Management " IT Security " IT Human Capital Development " Capital Planning and Investment Control EVENT TWO Session Objectives: This session should explore the unique role of the SIO and the CIO in federal information technology and information management. At this session, SIOs will meet with 2-3 top federal IT executives and former CIOs in a roundtable format. They will have the opportunity to speak to issues specific to SIOs including IT management and governance. This is a kick-off event for the full 2-day SIO Boot Camp course. Key Audiences: Senior Information Officials (SIOs) Session Format: This two and a half (2 ?) hour session should be as interactive as possible and should solicit feedback from the audience around a set of key questions and scenarios specific to the SIOs. The feedback should use a formal survey process such as written survey or random sample interviews. Roundtable format Conversation led by experts in the field Very interactive with lots of audience participation Key Questions to be addressed: The key topic areas: " Roles and Responsibilities " E-Government " Policy Compliance " Architecture Planning " Lifecycle Management " IT Security " IT Human Capital Development " Capital Planning and Investment Control EVENT THREE Session Objectives: This two (2) day event will fully explore the unique role of the SIO and the CIO in federal information technology and information management. At this session, SIOs will meet with several top federal IT executives and former CIOs in a roundtable format. They will have the opportunity to speak to issues specific to SIOs including IT management and governance. Key Audiences: Senior Information Officials (SIOs) Session Format: The sessions should be as interactive as possible and should solicit feedback from the audience around a set of key questions and scenarios specific to the SIOs. The feedback should use a formal survey process such as written survey or random sample interviews. Roundtable format Conversation led by experts in the field Very interactive with lots of audience participation Key Questions to be addressed: The key topic areas: " Roles and Responsibilities " E-Government " Policy Compliance " Architecture Planning " Lifecycle Management " IT Security " IT Human Capital Development " Capital Planning and Investment Control NEEDED Collateral: A graphical depiction of the roles and responsibilities of the SIO. The criteria for award as stated earlier are as follows: 1. Cost 2. All requirements of the Statement of Work must be met.
