- The Customs and Border Protection, (CBP) DHS plans on awarding a non-competitive contract (Indefinite Delivery/Indefinite Quantity-ID/IQ type) to Microsoft Consulting Services (MCS) and Microsoft Premier Support Services (MPSS), from Microsoft Corporation (?Microsoft?). The contract will have a base year and 4 one-year options with task order issued against the contract. This is in support of CBP?s mission, compliance and direction of DHS, federal and executive mandates, national security, and emergency response. The Office of Information and Technology (OIT) is responsible for implementation and support of information technology (IT), research and development functions, and automation and technological strategies for meeting mission-related needs. Specifically, OIT is responsible for automated information systems, management of the research and development functions and all forensic and laboratory support of the agency. OIT manage all computer and related resources including all operational aspects of the Computer Security Program; establish requirements for computer interfaces between U.S. Customs and Border Protection and various trade groups and Government agencies; and manage matters related to automated import processing and systems development. OIT focuses on integrating business and technical solutions across the OIT enterprise with an emphasis on a collaborative approach. The objective is to provide access to Microsoft Services in support of CBP?s effort in planning, implementing, deploying, using, and maintaining its Microsoft software, solutions, and technologies. Access includes CBP?s ability to establish unique and singularly distinct access to Microsoft?s product divisions that is necessary to support and maintain CBP?s far-reaching mission. Microsoft Services? infrastructure and developer expertise will be engaged to implement solutions and provide knowledge transfer to the Government and support the Government in the validation and measurement of its system integrators involvement of Microsoft technologies in the areas of collaboration, security, connected systems, operational efficiency and deployments. Microsoft personnel have access to propriety information exclusively available within Microsoft such as internal product support knowledge bases and proprietary architectural and technical information not available within to the public or third party (Microsoft Engineer- MCSEs). Additionally, Microsoft personnel have access into internal development teams within Microsoft. Having access to the personnel within Microsoft who wrote the code behind Microsoft?s application is often not only and essential but often the only way to resolve complex programming and support issues quickly. Given the state-of-the-art technology and having ability to obtain such high-level information, normally available only to Microsoft employees, is considered essential to CBP?s ability to quickly develop and deploy applications that have a high degree if reliability. For these reasons stated above, it has been determined that Microsoft is considered uniquely qualified to perform the work/services and has been selected to receive a contract award. Responses shall be submitted NLT October 26, 2006 and shall include the vendors? experience, expertise, capabilities, personnel, etc. with respect to the services described herein and address the vendors? access to proprietary information (Microsoft), access to internal development teams (Microsoft), internal product (Microsoft) support knowledge bases, proprietary architectural and technical information (Microsoft).
