- Sources Sought Notice: The 412 TW/PKDB, Edwards Air Force Base, CA is seeking potential sources capable of continuing the development, augmentation and integration of the terminals, simulators, stimulators, signals, waveforms interactive capability and library necessary to support the existing Joint Communications Simulator (JCS) and Link-16 systems within the Avionics Test and Integration Complex (ATIC) and Advanced Combat Environment Test & Evaluation Facility (ACETEF). REQUIREMENT: Offerors require in-depth knowledge of the JCS system architecture, RF components, inter and intra-system communications, staged signal processing, the embedded processors, processor operating systems and limitations, and signal characteristics and implementation in a fully coherent (spatial, temporal and informational) real-time operating environment. Personnel must also have an experienced understanding of the mechanization of Link-16 and the equipment involved to ensure proper development, integration, and performance for use within the ATIC and ACETEF and their existing systems. In addition, the ability to efficiently represent the basic simulation, configure network time slots, characterize the RF output levels and arrival based on platform location relative to the System Under Test (SUT), provide dynamic control, time slot ownership and relay, integration and synchronization idiosyncrasies, antenna pattern, and terrain considerations is required. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the personnel and expertise necessary to meet all requirements stated above. Firms responding to this notice must identify their company?s capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 334511. The Small Business size standard is 750. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a hybrid Cost Plus Fixed- Fee (CPFF)/Firm Fixed Price (FFP) contract will be awarded in March 2007.
