- Description
- SOURCES SOUGHT to evaluate the possibility of acquiring additional capacity for the FMU-143K/B fuze system, NSN 1325-01-509-4653. The contractor shall be responsible for the development of full production and testing capabilities and the production of 1,550 FMU-143K/B fuze systems, in accordance with the requirements of the Prime Item Fabrication Specification for Fuze System, Bomb FMU-143K/B SP200312071. Current suppliers are not excluded from responding but must demonstrate that they have capabili ty and the capacity available to meet the delivery requirements state herein. The Industrial Base Readiness Division of the Joint Munitions Command (JMC) is conducting a market survey of industry to identify capable sources that are interested in manufacturing the FMU-143K/B fuze systems. TECHNICAL DESCRIPTION of this item is as follows: The FMU-143K/B fuze system (Drawing 200312071) consist of the five major components: 1) FMU-143K/B Bomb Fuze, 2) FZU-32B/B Bomb Fuze Initiator, 3) Cable Assembly, 4) Aft Fuze Mounting Retainer, and 5) S wivel and Clip Assembly. The five major components of the FMU-143K/B fuze system are designed to work together to provide one-time fuzing and initiation when installed on penetrating warheads. The FMU-143K/B bomb fuze is powered by the air-driven FZU-32B /B bomb fuze initiator through the cable assembly. The aft fuze-mounting retainer secures the bomb fuze within the aft fuze well. The swivel and clip assembly connects the fuze lanyard to the aft bomb rack solenoid. Lanyard pull at bomb release results i n fuze activation. ADDITIONAL FMU-143K/M CAPACITY REQUIREMENTS: The anticipated total quantity is 1,550 FMU-143K/B fuze systems. First Article Testing (FAT) should be completed within 18 months following contract award. Monthly production quantity deliveries MUST begin by the 24th month following award. Final delivery MUST be completed by the 36th month following award, resulting in acceptance of about 130 fuzes per month. CAPABILITY REQUIREMENTS: General capabilities the Government considers to be essential to meet the above requirements include previous experience with similar fuzing systems (high G-force survivable mechanical and electronic components), demonstrated abil ity to manufacture and manage numerous specific characteristics (critical, major and minor) specific to the FMU-143 fuze system, expertise necessary to develop and/or obtain the full array of testing capability required for FMU-143 systems, and an active, comprehensive quality management program with proven success on existing programs. The quality management system should, at a minimum, include thorough, retrievable documentation on both production processes and testing records to include both application of 6-sigma practices as well as actual test results for each individual fuze system produced as well as its critical components . Responses to this survey should represent the contractors best attempt to demonstrate the above capabilities needed to meet the delivery schedule for the stated quantities. EXPORT RESTRICTIONS and POCs: Respondents to this market survey should show they have technical capability, manufacturing capacity, and certification to receive export-controlled technical data (as applicable). (The TDP for the FMU-143 is approved for di stribution to U.S. contractors only. Export restrictions apply.) Additional information can be requested from the following POCs. Main POC for this announcement is Cheryl Nielsen, AMSFS-CCA, (309) 782-8693, email Cheryl.Nielsen@us.army.mil; the technica l POC is Terrence Munsinger, Naval Air Warfare Center Weapons Division, China Lake, CA, (760) 939-7631, email terrence.munsinger@navy.mil; and the industrial base POC is Jim Robinson, AMSJM-ISP, (309) 782-2443, jim.robinson3@us.army.mil. Send requests f or TDP to Cheryl Nielsen at Cheryl.nielsen@us.army.mil. Your request shall include a certified DD Form 2345, Militarily Critical Data Ag reement or your JCP certification number, company name, POC, address, and phone number. If you would like the TDP CD to be sent to you via FEDEX, please provide your companys FEDEX number. INSTRUCTIONS FOR RESPONDENTS: Interested companies who have the necessary capabilities should respond by taking two actions: 1) Provide the following information: a BRIEF summary of your company's capabilities, description of facilities, personnel, and r elated manufacturing experience. 2) Obtain, answer, and return a market research FMU-143 Questionnaire. (Cheryl Nielsen, (309) 782-8693, will provide the Questionnaire upon request.) Also of importance is your provision of an estimated (rough order of magnitude) cost for producing 1,550 fuzes per the schedule requirements identified above as well as a minimum procurement quantity (MPQ) required for production. (NOTE: Provision of the cost estimate and MPQ may be delayed and submitted with the Questio nnaire.) PLANNING PURPOSES ONLY: All information collected from this market survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the Government. The Government does not int end to award a contract on the basis of this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. COMPLETE RESPONSES: Failure to submit the Questionnaire discussed above will prohibit consideration of your companys capabilities. SUBMISSION DEADLINE: This information (brief summary and FMU-143 Questionnaire) shall be submitted within 15 calendar days from the date of this publication to: US ARMY JOINT MUNITIONS COMMAND, ATTN: AMSJM-ISP/JIM ROIBNSON, E-mail: jim.robinson3@us.army.m il, BLDG 350, ROCK ISLAND, IL 61299-6000.
