- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to procure software engineering services for the purpose of modifying a specialized software application, Intelligent Situational Awareness Tool (ISAT) in support of the US Navy?s Shipboard Protection System (SPS) program. The delivered software application shall consist of shipboard installed mission-specific software components that will enable a ?Navy combatant vessel? to perform anti-terrorism/force protection (AT/FP) functions while moored to a pier, at anchor, or during restricted maneuvering. This procurement will be negotiated on a sole source basis with Analex Corporation, 1315 Dell Avenue, Campbell, California, 95008. This procurement will continue/complete the effort of modifying the ISAT core software resulting in SPS-specific changes to the ISAT baseline for SPS Tactical, Training, and Test & Maintenance modes in time to support Technical and Operational Evaluation (TECH/OPEVAL) in the first quarter FY08. FAR 6.302-1(a)(2)(ii)(B) applies. Analex Corporation is the Original Equipment Manufacturer (OEM) of the ISAT software application. The software source code is co-owned by the company and the US Government. Analex maintains the ISAT software and handles all configuration management (CM). The Request for Proposal Number is N00178-07-R-3009. FOB Destination provisions apply. It is anticipated that this solicitation will be available on the Federal Business Opportunities webpage, the NECO webpage, both noted above, and the NSWCDD Procurement Division Business Opportunities website (http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm) by 13 November 2006. The solicitation will remain open for 30 days. The applicable NAICS Code is 541710. NSWCDD has implemented electronic commerce (EC) in the acquisition area, therefore this synopsis and subsequent solicitation, with any applicable amendments, will be available on the World-Wide Web at the above websites. Hardcopies will not be provided. Vendors should regularly access any of the above sites to ensure they have downloaded all amendments. See Numbered Note 22.
