- Description
- This is an update to the notices N00019-06-P7-ZD180 and N00019-06-R-0052, posted on 24 March 20006 and 28 June 2006, respectively. The Joint Unmanned Combat Air Systems (J-UCAS) Program is being transitioned to the Navy Unmanned Combat Air Systems (N-UCAS) Program. The N-UCAS Advanced Development Program Office (ADPO) has a requirement to develop and demonstrate technologies and operational concepts that will provide effective, affordable, survivable, and supportable Unmanned Combat Air Vehicle (UCAV) systems. In support of this requirement, the Naval Air Systems Command (NAVAIR) intends to hold a limited competition to develop, build and test an aircraft carrier (CV) based Unmanned Combat Air System (UCAS) Demonstration System. Participants will be limited to the current J-UCAS sources, which are: The McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company (Boeing); and the Northrop Grumman Systems Corporation (Northrop). Boeing and Northrop are the only known responsible sources with the required technical expertise to satisfy the Government?s requirements. Award to any source other than current J-UCAS participants would result in substantial duplication of costs that would not be recovered through full and open competition. The Demonstration System effort will be structured to mature critical technologies and reduce risk for aircraft carrier integration of an operationally relevant UCAS with a Low Observable (LO) planform. The UCAS demonstration shall include, but is not limited to, Carrier Control Approach (CCA) operations, launch and recovery, deck operations and supportability. Activities will focus towards a suitability demonstration of a relevant LO planform aboard ship no later than 2013. The UCAS demonstration system will include an Air Vehicle (AV) and Mission Control System (MCS) design approach. All correspondence and Request for Proposal will be posted to the NAVAIR website at http://www.navair.navy.mil (select Doing Business and then select Open Solicitations). To date, no other company has expressed an interest in the Navy UCAS requirement. A formal Request For Proposal (RFP) is planned to be released in late November 2006. All questions and correspondence regarding this synopsis shall be sent to the Contracting Officer. See Note 22.
