- Scope This contract provides for the expert advice and assistance needed by the Criminal Justice Statistics Branch (CJSB) to complete data processing and analysis of data for the Census of Juveniles in Residential Placement and the Juvenile Residential Facility Census, both sponsored by the Office of Juvenile Justice and Delinquency Prevention. Criteria for evaluating contract success will be based on timely delivery of final imputed data files and appropriate survey documentation to the sponsor and transfer of knowledge to the new project manager for the Juvenile Residential Facility Census. CONTRACTOR TASKS 1. Census of Juveniles in Residential Placement (CJRP) a) Serve as assistant to the project manager to complete non-response follow-up, edit and correction, and review of preliminary and final imputed data files. b) Instruct and provide technical guidance to survey team on how to process automated data submissions. c) Work closely with the Information Systems Branch to ensure specifications for the final imputed export file meet the standards of the sponsoring agency. d) Provide expert advice and make recommendations as to the best practices and procedures for processing data for subsequent data collections. e) Assist with the preparation and delivery of survey documentation to the sponsoring agency. 2. Juvenile Residential Facility Census (JRFC) a) Serve as expert advisor and mentor to the new project manager for the Juvenile Residential Facility Census. b) Assist with the preplanning activities, which include: obtaining cost estimates from all participating divisions developing data entry and edit specifications updating computer edit specifications creating the project schedule updating the respondent universe contact information updating the survey instrument for Forms Design initiating the printing of the survey form conducting mailout operations developing specifications to NPC for returning surveys back to Census conducting check-in operations of data receipts c) Assist with data collection and processing activities, which include: conducting non-response follow-up operations performing edit and correction operations reviewing preliminary and final imputed data files ensuring specifications for the final imputed export file meet the standards of the sponsoring agency d) Provide expert advice and make recommendations as to the best practices and procedures for processing data for subsequent data collections. e) Assist with the preparation and delivery of survey documentation to the sponsoring agency. f) Ensure the new project manager has a thorough understanding of the JRFC. PERIOD OF PERFORMANCE The period of performance will be Date of Award through January 6, 2007, with renewals extending through October 13, 2007. DELIVERABLES Deliverables for the CJRP include completion of non-response follow-up, edit and correction operations, and delivery of final imputed data files, tables, and survey documentation to the sponsoring agency, adhering to the survey schedule. Deliverables for the JRFC include transfer of knowledge to the new project manager regarding every aspect of conducting this census, enabling him/her to become proficient at conducting the census with minimal assistance during subsequent data collection cycles. This is not a request for competitive proposals, however, responses received within 15 days from the posting of this notice will be reviewed and evaluated. Interested parties having the capability to provide the above described services should submit, in writing, their capability statement with cost information to Pamela.a.miller@census.gov or fax @ 301-457-8465 within 15 days of this notice. No telephone requests will be honored. Offers will be used to determine if a comparable source is available and more advantageous to the USCB. If no responses are received, a sole source contract with Arthur Ciampa for approximately one year will be pursued without further notice.
