Description
NAICS Code: 334111 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Linux Networx Inc., 14944 Pony Express Road, Bluffdale, UT 84065 for the acquisition of 21-node Evolocity II system upgrade. The Exposure Dose Research Branch (EDRB) is developing exposure to dose and microenvironmental exposure models for use in exposure and risk assessments. Clients are varied and come from various Agency programs and offices. The exposure related dose estimation model(ERDEM) is one of the central modeling platform used by EDRB to carry out risk assessments for clients such as OPP. monte Carlo/Sensitivity (up to 20000 simulations) and is prohibitive in terms of execution times (0.5hr/simulation x 20000 = 10,00 hours, versus 1 year = 8760 hours). Also, potential use of ERDEM in exposure reconstruction would like wise require a large number of simulation runs. EDRB has addressed this time issue by porting ERDEM to a clustered, parallel High Performance Computing (HPC) environment. The current system is a small cluster consisting of nine compute nodes, which has been used to demonstrate the feasibility of this approach. At this time, EDRB need to increase the number of compute nodes in the current cluster to extend its capability. Linux Networx is the manufacture of the original cluster and any additions to the cluster must be procured from Linux Networx. The cluster is an integrated system, and the compute nodes are internal components that are interlinked and communicate with the cluster control node, using Linux Networx protocols. In order to ensure data compatibility and accuracy the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
