Description

The Government intends to award a noncompetitive purchase order using simplified acquisition procedures authorized by FAR Part 13 for polygraph equipment to be used by the Government of Panama for efforts relating to the Department's international narcotics and law enforcement program. The equipment required is the following, manufactured by Lafayette Instrument Company, intended to upgrade the existing equipment already in place in Panama: LX4000-505 USB Win Polygraph with laptop computer including: Deluxe Laptop Computer; Printer; USB Win Polygraph; C Polyscore Software Spanish Language; Printer Paper Holder; Thermal Chart Paper; Webcam; Accu Cuff; Activity Sensor Pad; Activity Sensor Arms; Activity Sensor Foot; PLE Coupler; Portable Subject Chair, Easy Transport, Weight: 18.5lbs. Quantity is 4 each for all items listed. This notice is not a request for competitive quotations; this acquisition will be processed using the authority in FAR 13.106-1(b). Justification is that local government staff is already trained in using Lafayette equipment, and this acquisition is an upgrade of existing equipment. See note 22 with the exception that the time period for receipt of quotations for consideration is 6 days instead of 45 days. Solicitation is not available at this time. Information received will be considered solely for the purpose of determining whether to change the acquisition strategy.
