- Legislative Coordination Committee (LCC) Program Scope and Objectives of the LCC Program. The LCC is specifically designed to support, the Prime Minister's Office (PMO) as it guides the GOI Ministries, committees, and other agencies in defining and implementing legislative initiatives mandated in the new Iraqi constitution. The LCC end goal is to build a permanent internal capacity within the PMO to fill the legislative drafting vacuum that currently exists. The LCC program is intended to: Provide Technical Assistance (TA) in addressing the current backlog of legislative initiatives within the system. Provide TA in initiating, researching and coordinating new legislative initiatives. Strengthen legislative coordination between the Iraqi government's various agencies and the PMO. Advise/assist the Government of Iraq (GOI) ministries in preparing drafts of proposed legislations within the Ministries areas of concern. Provide for Capacity Development (building enduring capacity) of the permanent legal/legislative staff (senior, middle legal and administrative) within the PMO to undertake/manage future legislative initiatives. Ensure integration of LCC Program initiatives with other U.S. Government Organizations, Iraqi organizations, other non-U.S. Government organizations, etc. 4.0General Tasks and Responsibilities The services to be provided include the following: 1.Provision of the following full time, on site (Baghdad Iraq) staff: a) LCC Team Leader b) 5-10 Legislative Advisors ( Western and/or regionally educated, bilingual (English / Arabic (both classical and colloquial.)) These should be experts with required technical and policy experience, preferably of Iraqi specific legal expertise and, as such, capable of offering domestic legislative skills. These should be experts who have directly participated in the successful completion of legislative goals and tasks. In addition to the ability to provide Iraqi specific expertise, preference should be given to former legislators and legal scholars from those countries that can provide the GOI unique perspectives on how to draft legislation pertaining to difficult domestic social and political issues such as federalism, provincial governance, and regional self-rule. c) LCC Legal Assistant - Western educated ( English / Arabic a must). 4.72. Provision of a full range of TA addressing the current backlog of legislative initiatives within the system (approximately 65 major legislative initiatives at this time). 4.83. Provision of a full range of TA in initiating, researching and coordinating new legislative initiatives. 4.94. Provision of Business Process Reengineering (BPR) to establish/revise organizational structures supporting the legislative processes to enable the Prime Minister's Office (PMO). 5. The delivery, installation and operation of a Legislative Library and Legislative Management System (legislative management, tracking and reporting) within the Prime Minister's Office (PMO), Council of Ministers Secretariat and the Legal Committee within the Council of Representative (CoR). This library would be expected to provide for a comprehensive digital library of international legislative solutions in key areas, a digitized library of the Gazette.
