Description

The Naval Air Systems Command (NAVAIR) intends to award two sole source contracts for the regeneration of six (6) U.S. Navy UH-3H helicopters for the Government of India under Foreign Military Sales case IN-D-SAO. The United States Navy has entered into an international agreement with India, via Letter of Offer and Acceptance (LOA), which tasks the United States to deliver the six (6) UH-3H aircraft to the Indian Navy by April 2007. The contracts will be awarded to a Service Disabled Veteran Owned Small Business, Helicspec Incorporated, and a Small Business, Claytone International, in accordance with Title 10 U.S.C 2304(c)(1) as cited in FAR 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The supplies and services to be procured under the contracts will consist of supporting the Aircraft Service Period Adjustment (ASPA) inspection conducted by the U.S. Navy, the demilitarization of the helicopters, strip and repaint, installation of components, correction of discrepencies, functional flight test, and the transporting of six (6) serviceable UH-3H helicopters to the Indian Navy. The proposed contracts will be awarded upon the execution of the LOA. The North American Industry Classification System (NAICS) Code Number is 488190. See notes 1, 22, 26.
