Description
This is a combined synopsis/ solicitation for commerical item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Life Skills Instructor Position Statement of Work Background: This position is located at the Naval Weapons Station, and involves teaching and observing prisoners from the Naval Consolidated Brig. The Brig is an adult correctional facility in which personnel of both sexes (primarily male), up to a maximum of 400 persons, may be confined to serve sentences imposed by appropriate military authority. Though the brig is a Naval facility, members of the other services are incarcerated therein in accordance with established inter-service agreements. Confinees at the consolidated brig may include murderers, rapists, drug dealers, long-term absentees, child molesters, and other such offenders. Staff consists of professional ? level employees such as administrators, doctors, and program specialists as well as correctional officers, counselors, and other line staff. As there is no career corrections track for Navy officers and enlisted, the incumbent serves the critical function of providing consistency of operations despite staff changes brought about by normal rotation. Objective: The incumbent?s role is essentially that of instructor for the brig life skills instruction program and is supervised by the Prisoner Management Officer. The incumbent?s primary duties are to provide education classes, guidance, and education counseling in the classroom environment and on a one ? on ? one individual basis with prisoners on a daily routine basis. The education program at the brig is essential to the accomplishment of the re-socialization of prisoners which is the mission of the brig and requires knowledgeable instructors who are capable of motivating and teaching prisoners for the benefit of the individual prisoner, the Navy and the civilian society as well. Scope of Requirements: Incumbent serves as Life Skills Instructor under the Prisoner Management Officer for the Consolidated Brig with direct mentorship of 15 ? 25 prisoners attending various educational programs and activities during any given classroom session. Necessary tasks performed include those required to develop and deliver lesson plans and curriculum to a prisoner population. Appropriate prisoner supervision is provided at all times and the incumbent coordinates schedules and program activities in association with the Prisoner Program Schedule and Brig Daily Routine. Evening work hours are required to deliver life skills programming. Incumbent also over see?s the prisoner library and performs other educational counseling to assist prisoners in development of academic goals. Work Environment, Requirements, and Major Duties: Work Environment: Work is performed in an indoor environment. Close contact with prisoners is required on a regular basis and direct instruction of prisoners is also required. Due to potential aspects of security, must become trained and prepared for unarmed self ? defense. Could be subject to being held hostage. Requirements: Must have in-depth knowledge of all functions normally involved in the development and delivery of life skills curriculum and other educational programs. Ability to deal effectively with supervisors, peers and others associated with the correctional program and security of the brig. Work involves standing as well as moving and using office and educational equipment, which can require the ability to lift 25 pounds. Must be able to participate in unarmed self-defense training. Major Duties: Incumbent is responsible for the delivery of life skills instruction at the brig for prisoners who have been determined to be in need of that instruction. As such, the incumbent performs the following tasks: o Evaluates the educational needs of the prisoner population in conjunction with the Director, Prisoner management. Prepares life skills program for delivery in accordance with NAVCONBRIG program policies and procedures. Obtains course reference materials, writes curriculum, researches lesson materials and writes lesson plans. Procures class textbooks, audio and visual aids and other related materials. Provides liaison with staff and outside interests in establishing and delivering the life skills program. o Enrolls prisoners for the life skills program. Maintains attendance records and all other administrative reports required by NAVCONBRIG and other policy and procedures. Delivers classroom instruction in accordance with prepared lesson plans. Assigns classroom exercises, tests, projects and assigns homework as necessary. Reviews all work completed, assigning grades as appropriate. Assists students with understanding of course content by providing explanation and advice on an as-needed basis. Enforces classroom discipline, assisting the brig administration in ensuring a safe, secure brig environment. o Incumbent?s primary duties involve daily classroom and one ? on ? one teaching and counseling with prisoners, group meetings with prisoners, and training sessions with prisoners conducted within the security perimeter of the brig on a scheduled basis. o During all classes, counseling sessions, meetings, or training sessions, the incumbent is responsible for accountability of the prisoners, supervises the activities, and provides applicable rehabilitative services to prisoners. o Evaluates life skills program on a periodic basis in conjunction with supervisor and other interested parties to determine need for modification of the program or continuation as is. Maintains personal knowledge of current developments in the field and applies that knowledge to the job. Maintains evaluation records and records of actions taken. Originates instructional techniques appropriate for the prisoner population. o Works with correctional staff in assessing, monitoring, reviewing, and evaluating prisoners for education incentives and pre-release programs. o Advises supervisor in all matters pertaining to the life skills program and handles inquiries concerning the program at the direction of superiors. Assists supervisor in the creation of educational policy and procedures. Assists administration in the development of SOP?s which have an impact upon or are impacted by other areas of brig operations. o Provides educational counseling and assistance to staff and prisoners regarding higher education programs, courses and testing. o Performs other duties as assigned by supervisor. Government Furnished Materials: All office equipment, classroom materials, and computer resources are provided. Period of Performance: Job period will begin upon contract approval until the end of the fiscal year 2007. Work hours: 8 hr. per 5 days a week (except holidays). Up to four evenings a week may be required to provide after duty educational programs. The Government reserves the right to Award on an All or None Basis.
