Description
SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) to procure engineering, procurement, installation, and technical support capability for Automated Fuel Handling Equipment systems to support the Navy, Department of Defense and other government agencies, including the Defense Logistics Agency. The acquisition will a competitive, unrestricted, multiple award contract. The contract type will be a Cost-Plus-Fixed-Fee, Indefinite Delivery, Indefinite Quantity (IDIQ), performance-based type contract. The contract term is five years (base year plus 3 one-year options) and the total potential value is estimated at $119,.3M divided among all successful offerors. However, please note that this will be an IDIQ contract and no orders or funding above the guaranteed minimum ($50,000 divided equally among all successful offerors) are guaranteed. Awards will be made on a Best Value basis to offerors that posses relative and current experience, which is defined as a contract equal to or exceeding $10,000,000 for efforts similar in scope to the requirements of the RFP performed within the last five years; have satisfactory or better past performance and offer reasonable/realistic cost and price. After award, competitive award procedures for task orders will be preferred and encouraged. However, based on the authority of FAR 6.302-5(b)(4), sole source award of task orders will be allowed. Services are required to support the definition, standardization, and modernization of automation at fuel storage and distribution activities; equipment and material fabrication and assembly and/or verification; equipment/systems installation; operator, . The goals of this process include, but are not limited to, increasing operational efficiency, providing real time and fast response to depot operations that have potential of hazardous spills and/or life threatening conditions, supporting real-time control of fuel depot operations, tightening inventory accountability, and efficiently managing fuel allocation. Tasks will generally be of the following nature: site documentation, engineering plan development, report preparation; engineering design and drawing/document development; systems engineering; equipment and material procurement administrator, and maintenance training and related documentation development; logistics documentation development; system/equipment repair or overhaul; engineering/technical report development; automated information systems and support; and related automation technical support
