- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00146-07-T-L011is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 and Defense Acquisition Circular 98-78. This procurement is a 100% small business set-aside under the North American Industry Classification System code 332439 with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or equal, for the following items: Item 0001, (150) each Tool Tray Sheet metal Sets (SM AC B 1 THRU 11. .090 ABS PLASTIC. White in color with Blue Silhouette. Pricing in Sets. Item 0002, (50) each Tool Tray Sheet metal B Series Drawer 11 P/N SM B 11 .090 ABS PLASTIC. White in color with Blue Silhouette. Item 0003, (50) each Tool Tray Sheet metal B Series Drawer 12 P/N SM B 12 .090 ABS PLASTIC. White in color with Blue Silhouette. Statement of Work for the manufacturing of Various Tool Trays. These tool trays are formed from white plastic sheets and are used to hold various hand tools in there proper place inside of various different toolbox drawers. The bottom of the various cavities in these tool trays must be coated with urethane (Color: Blue) so the different hand tools will show up better while they are in the tray. These toolboxes differ based upon the different trades that they are designed to support. Technical data and drawings are not available for these tool trays. They shall be manufactured in accordance with tooling and sample parts that are available from the Naval Air Depot (NADEP), Cherry Point along with instructions from tool room artisans. The tooling consists of wooden molds custom made by NADEP for each toolbox drawer. Their size varies but most molds are approximately 26? X 20? X 2?. These wooden molds are fragile and must be handled with extreme care. Due to the fact that these wooden molds are so fragile, the NADEP can not ship these molds to the vendor. All required manufacturing information (the wooden molds and sample parts) will be available for review at the NADEP, Cherry Point by all prospective offerors. Prospective offerors will also be able to meet with tool room artisans as required. The wooden molds are fragile and must be handled with extreme care. Therefore, the contractor shall be responsible for picking up the molds and sample parts from NADEP and transporting them to the contractor?s manufacturing facility. Upon completion of the contract, the vendor shall be responsible for delivering the completed tool trays and all molds and sample parts to the NADEP. Item Note: If you are quoting on an equal, you must include literature for the brand quoted for evaluation purposes. All quotes must contain unit prices, extended prices, delivery date, terms of payment, company name, address, name of individual quoting, phone and fax numbers. The delivery requirements are FOB destination to Building 159 MCAS, Cherry Point, NC 28533. Quote the earliest possible delivery date. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2006). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items FEB 2006), to include the following clauses listed at paragraph 52.212-5 (b). Clauses (1) (5) (7) (9) (14) (15) (16) (17) (18) (19) (20) (21) (26) and (31). DFARS 252.212-7000 Offeror Representations and Certifications ? Commercial Items. A completed copy of this provision shall be submitted with the offer. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2006), applies with the following clauses applicable for paragraphs (a) and (b); FAR 52.203-3 Gratuities (APR 1984) (17) 252.232-7003 Electronic Submission of Payment Requests (MAY 2006) and (20)(i) 252.247-7023, Transportation of Supplies by Sea (MAY 2002). This requirement will be awarded using the procedures at FAR 13.5. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9D. Award shall be made to the lowest priced responsible offeror, whose offer conforms to the solicitation, and who demonstrates acceptable past performance.
