The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: November 2006-November 2007, extendable as required. 7. PLACE OF PERFORMANCE: Washington, D.C. 8. JOB DESCRIPTION: See below 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: INL is charged with developing strategies and programs to achieve international narcotics control and law enforcement foreign policy objectives. Washington personnel are involved in policy formulation and implementation; coordination of policies and programs with other USG agencies, other governments, and with international organizations; development, implementation, oversight and evaluation of overseas programs and projects; and, resource management. The Executive Director/Comptroller heads the Resource Management Office (INL/RM), which has responsibility for managing all Bureau resources for international narcotics control and law enforcement programs. To accomplish this, INL/RM provides a full range of management functions for the Bureau, including budget planning and execution, financial management, human resources management, training, contracting and procurement, logistical and information systems support; and management oversight and evaluation. PURPOSE: This position is located in the Bureau of International Narcotics and Law Enforcement Affairs, Office of Resource Management (INL/RM), located in SA-4 (Navy Hill, South Building), 2430 E Street NW, Washington, DC 20037. The incumbent of this position serves as a senior Management/Program Advisor to the Deputy Executive Director on issues relating to the direction of INL management issues and counternarcotics and anticrime programs. The incumbent of this position will perform duties in both domestic and foreign locations as assigned by the INL Deputy Executive Director. 2. MAJOR DUTIES AND RESPONSIBILITIES The Senior Management/Program Advisor has primary responsibility for providing expert counsel and assistance in the formulation and implementation of policies and procedures for the management of INL-funded programs. The incumbent, acting in the capacity of a senior management advisor, may be assigned to any of the following tasks. Substitute for and/or provide management assistance to senior staff in INL/RM, INL/RM/PA&E, INL/RM/MS, INL/RM/BD or INL/RM/AIJ to manage day-to-day activities, carry out special projects or implement new programs. The incumbent would typically participate in meetings with senior INL and Department personnel involved in international narcotics control and law enforcement program management issues; gather and analyze information and provide expert counsel and assistance for management programs and policies related to an assigned portfolio; provide guidance and advice to senior INL/RM management regarding the implementation and management of counternarcotics and anticrime programs and/or Department mandated management programs; assess and evaluate INL management policies and procedures and internal controls and make recommendations for implementing strategies to improve overall effectiveness; and, draft or revise policy papers, INL operational handbooks, official telegrams and/or training materials to disseminate applicable policies and procedures. Substitute for and/or provide management assistance to senior staff in a NAS (overseas), to manage day-to-day activities, carry out special projects or implement new programs in the capacity of senior management advisor. The incumbent would typically direct the day-to-day management operations of a NAS; assess and evaluate INL management policies, procedures and internal controls, and make/implement recommendations to improve efficiency and overall effectiveness. Conduct (or be assigned to a team tasked with conducting) management assistance visits (MAV) at domestic INL and/or overseas NAS activities. The MAV would typically encompass a thorough review of the following areas: program management, project management, financial management, contracting and procurement, human resource management, ICASS services, and internal controls and management processes. During the course of this review, the reviewer or review team will resolve as many issues as possible on the spot. Following the visit, a final report would be sent to the NAS for follow-on action. The incumbent may be responsible for timely follow up to ensure that all recommendations are resolved to the satisfaction of the Executive Director. Enhance two-way communications between INL/RM and the field using e-mail, postings to IM list-servers, and front channel telegrams to raise awareness of, and compliance with, Department regulations and INL management handbooks, policies, procedures and internal controls. Establish and maintain contacts in A, RM, FSI, ICASS, OIG and other bureaus of the Department to further INL goals and objectives. Develop training materials suitable for both US personnel and locally engaged staff for use in training in INL, in courses provided at FSI, and for overseas NAS workshops. Coordinate the development of internal control procedures to ensure INL policies and programs are in compliance with applicable laws, regulations and agreements; are being administered efficiently and economically; and are achieving the desired results or benefits. Develop a register of best program management practices using input from the field, and articulate these to INL program managers both domestically and abroad. Coordinate and/or draft responses to OIG and GAO inspections and audits, drawing on input received from the applicable program office and/or overseas post. The incumbent, acting in the capacity of a senior program advisor, may be assigned to any of the following tasks. Conduct (or be assigned to a team tasked with conducting) comprehensive program or project reviews or audits that cut across projects, organizations, agencies, and/or regions to provide senior management with quality information, in-depth evaluations, and reasoned recommendations for use in improving the effectiveness of INL narcotics control and law enforcement programs. Substitute for and/or assist senior staff in INL to manage ongoing programs or projects, carry out special projects or implement new programs. The incumbent would typically participate in meetings with senior INL personnel and officials from other USG agencies and international organizations involved in international narcotics control and anticrime programs; gather and analyze information and become an expert on the programs and policies in the portfolio; provide guidance and advice to senior INL officials on counternarcotics and anticrime programs; and, assess and evaluate INL programs and make/implement recommendations regarding alternatives to improve overall effectiveness. Review Letters of Agreement and Amendments to Letters of Agreement prior to presentation to the host government for signature to ensure that they are consistent with the program justifications presented in the CBJ and CN; they are consistent with INL policy; the projects descriptions are clear and reasoned; and, the face sheets are accurate and complete. 3. SUPERVISION The Senior Management/Program Advisor will receive general guidance from the INL Deputy Executive Director and from the office principal to whom assigned. As a recognized authority in management and INL program issues, the incumbent will receive administrative, management and program policy direction concerning overall program priorities and objectives, after which he/she independently negotiates the scope and objectives of each tasking with little input or review by his/her supervisor. The incumbent typically exercises discretion and judgment in determining whether to broaden or narrow the scope of the assigned programs, projects or studies. Completed work is reviewed for potential influence on broad INL policy and goals, fulfillment of objectives, and contributions to advancement of best practices, and is normally accepted without significant changes. 4. SUPERVISION EXERCISED The incumbent of this position does not have supervisory responsibilities. However, when tasked with substituting for senior staff in INL or at an overseas NAS on a temporary basis, the incumbent may supervise non-direct hire staff and provide leadership and direction to other local hire personnel in the organization. 5. GUIDELINES Guidelines include basic legislation, including Chapter 8 of the Foreign Assistance Act of 1961 and the Sarbanes-Oxley Act. Other laws, including other authorities under the FAA, several Narcotics Control Acts, the Narcotics Control Trade Act, the Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, other supplemental appropriation laws, and the State Department Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. In addition, broad agency policy statements for the program may include reference to pertinent legislative history. The INL Financial Management Handbook, INL Program and Policy Guide and INL Procurement Policies and Procedures provide supplementary guidance to the Foreign Affairs Manuals for Personnel Management (3 FAM), Financial Management (4 FAM), General Services(6 FAM), and Logistics Management(14 FAM) and associated Foreign Affairs Handbooks, the Federal Acquisition Regulation (FAR) and the Department of State Acquisition Regulation (DOSAR). The Senior Management/Program Advisor must exercise substantial judgment based on an in-depth knowledge of applicable guidelines and regulations to interpret and adapt existing precedents, in developing new or improved approaches, and in analyzing controversial and/or nationally important subjects to persons with conflicting views. The incumbent is recognized as an expert in the development and/or interpretation of guidance on a full range of management issues. 6. COMPLEXITY The work involves planning, organizing, and completing projects and managing day-to-day programs. Because of the complexity, high visibility, and/or political sensitivity related to many issues with which the Bureau is involved, the incumbent may encounter difficulty in identifying the exact nature of the relevant issues or problems and in planning, organizing, and determining the scope and depth of tasks, studies and/or audits to be undertaken. The incumbent may also encounter difficulty in separating the substantive nature of programs or issues into their components and determining the best course of action and/or discerning the intent of legislation, policy statements, or bilateral agreements and determining how to best translate the intent into program actions. The work may require the incumbent to establish new concepts, theories, or programs and considerable effort to resolve previously unyielding problems. 7. SCOPE AND EFFECTIVENESS The Senior Management/Program Advisor performs a broad range of tasks related to a complex foreign assistance program that spans a full range of counternarcotics, anticrime, criminal justice and civilian police programs throughout the world. INL programs have a significant impact on the domestic and overseas operations of the Department, as well as on other USG agencies and international organizations. The incumbent may be required to travel to and work in hazardous duties areas such as Afghanistan and Colombia. 8. PERSONAL CONTACTS The incumbent works closely with the senior INL management team, as well as with personnel in other bureaus of the Department of State, other USG agencies and overseas posts. 9. PURPOSE OF CONTACTS The Senior Management/Program Advisor may represent INL/RM, and occasionally INL, in high-level meetings in the Department, at overseas posts, and with other agencies, on a full range of issues relating to international narcotics and crime control programs and management issues. The purpose of these meetings may be to justify, defend, negotiate, or settle matters involving significant or controversial issues, often in situations where the people involved have diverse viewpoints, goals, or objectives requiring the incumbent to achieve a common understanding of the problem and a satisfactory solution by convincing them, arriving at a compromise, or developing suitable alternatives. 10. RELATIONSHIPS The incumbent reports directly to the Deputy Executive Director who is the Contracting Officer's Representative (COR). In no instance will the COR be authorized to alter or modify the specifications or the contract terms or the conditions or waive the Government?s requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, by the Contracting Officer. 11. MINIMUM REQUIREMENTS A. Education: A Bachelors degree from an accredited institution is required. B. Citizenship: Must be a U.S. citizen who has or is able to obtain a Department of State top secret security clearance. C. Prior Work Experience: Must have a minimum of fifteen years of work experience with the Department of State: twelve years working at overseas posts and three years working in Washington, D.C. D. Specialized Experience: Must have at least three years of work experience at an overseas post in three of the following four positions: General Services Officer; Financial Management Officer, Management Officer, and/or Narcotics Affairs Officer. E. Knowledge: Must have a thorough understanding of U.S. embassy organization and operations including the functions of the Management and Narcotics Affairs Sections. Must have a broad understanding of the 3 FAM (Foreign Affairs Manual), 4 FAM, 6 FAM, and 14 FAM and supplementary Foreign Affairs Handbooks, INL Financial Management Handbook, INL Procurement Policies and Procedures Handbook and federal acquisition regulations. Must be familiar with INL counternarcotics and law enforcement programs. F. Availability: Must be able to travel to overseas posts and to remote locations in foreign areas. G. Skills: Must have a good working knowledge of MS Outlook, Excel, Word and PowerPoint. 12. WORK ENVIRNOMENT For the most part, the work is performed in an office environment at the Department of State in Washington, D.C. and at overseas posts. The work is sedentary in nature with occasional light or moderate physical effort required. 13. ELVALUATION FACTORS A. Demonstrated Foreign Service experience working overseas as General Services Officer, Financial Management Officer, Management Officer and Narcotics Affairs Officer. B. Demonstrated experience working at the Department of State in a management capacity in a regional or functional bureau. C. Demonstrated experience researching, interpreting, explaining, implementing and mentoring a wide range of Department of State and INL policies, procedures and regulations. D. Demonstrated knowledge of INL program management practices, managing money, personnel and material to execute bilateral international narcotics control and anticrime projects. E. Demonstrated ability to operate independently in a complex and fast-moving work environment with minimal direct supervision. 9. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 10.
