- This is a sources sought announcement only. The Air Force District of Washington (AFDW) Acquisition Division (A7K) is conducting market research to identify any interested parties in performing Linguist Support Services to the HQ Air Force Office of Special Investigations (HQ AFOSI), Andrews AFB, MD. The Government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited. This request is issued for planning purposes only. The AFOSI requires continual contract services for between one (1) and five (5) Top-secret/SCI cleared linguists and for between twenty (20) and thirty (30) final Secret-cleared linguists to provide twenty-four (24) hour; seven (7) day-a-week availability in support of the AFOSI mission. Additionally, AFOSI requires continual contractual services for one (1) in theatre manager. Personnel assigned to this task shall be United States citizens with final Secret and/or Top Secret/SCI clearances, and qualify for sponsorship VISAs from the host nation. Personnel shall have a valid US Passport and Work Visa with sponsorship for the appropriate country, and Letters of Identification as required. The Contractor shall provide in theatre management of said linguists, and the translation services for oral, written, and electronic formats from the target language into English and from English into the target language. AFOSI supports military operations throughout the world. These operations do not have predefined or predictable work locations. Contract linguists (henceforth referred to as linguists, translators, or interpreters) may be required to perform translator/interpreter services anywhere AFOSI Forces are deployed or employed to support U. S. Central Command (CENTCOM) or Central Air Force Command (CENTAF) Area of Responsibility (AOR). The Quality Assurance Personnel (QAP) shall determine work locations on a case-by-case basis in coordination with the Contracting Officer (CO). QAP shall notify the contractor of location changes as requirements increase or decrease. AFOSI may change work locations as dictated by mission requirements. AFOSI may relocate contractors at any time anywhere AFOSI Forces are deployed or employed to support U. S. Central Command (CENTCOM) or Central Air Force Command (CENTAF) Area of Responsibility (AOR). The primary function of the linguist shall be to furnish extensive language, dialects and interpretation services for AFOSI Forces throughout Central and Southwest Asia (SWA); to include, but not be limited to the following locations: Qatar, Kingdom of Saudi Arabia, Afghanistan, Kyrgyzstan, Kazakstan, Turkmenistan, Iraq, Iran, Kuwait, Egypt, Horn of Africa countries, Bahrain, UAE, Yemen, Pakistan, Central Asia, countries as indicated by the Quality Assurance Personnel (QAP) in the former Soviet Republic, and any other areas designated by the QAP in the furtherance of CENTAF or CENTCOM missions. All potential sources are asked to submit capability packages expressing their interest. Vendors must be in the Central Contractor Registration to do business with the Government. The capability package must be clear, concise, complete and limited to no more than twenty (20) pages, and shall include, at a minimum: (1) name and address of firm; size/ownership of business, i.e. large, small, Small Disadvantaged, 8(a), Disabled-Veteran, Veteran, Woman-owned or Hub Zone; (2) point of contact with name, title, phone, fax and e-mail; (3) Cage code, Duns Number and Tax Identification Number; (4) Identify if you are are a GSA Schedule holder (include number); (5) explain experience and familiarity with providing linguist support services. The applicable North American Classification System (NAICS) code for this effort if 541990. Please note THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL.
