Description

This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers  Fort Worth District has been tasked to solicit for and award an indefinite delivery indefinite quantity constru ction contract to include equipment, personnel, supplies, fuel, maintenance, supervision, and materials to perform certain construction tasks. Proposed construction project will be a Firm Fixed Price contract. Each contract period will have a not-to-exce ed period of 365 days. The estimated annual maximum for the base period and options 1,2, and 3 is $3,000,000.00. The estimated annual maximum for option period 4 is $2,900,000.00. The total amount of the contract (base plus options) shall not exceed $14 ,900,000.00. There will be a minimum guarantee of $15,000.00 for the base year and $7,500.00 for each option year. The intent is to issue a solicitation on a set-aside basis to Service Disabled Veteran Owned Small Business, HUB Zone, and 8(a) concerns. T he type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of contractors. Construction to be performed under the firm fixed price ind efinite delivery indefinite quantity contract at the following lakes in Texas and will consist of anticipated task order construction projects at Whitney, Aquilla, Proctor, Hords Creek and OC Fisher. Whitney Lake is located on the Brazos River, bounded on the East by Hill County and on the West by Bosque County. Aquilla Lake is located on the Aquilla and Hackberry Creeks in the south central part of Hill County. Proctor Lake is located on the Leon and Sabanna Rivers in Comanche County. Hords Creek Lake is located on the Hords Creek in Coleman County and OC Fisher Lake is located on the North Concho River in Tom Green County all of which are in the State of Texas. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990, Other Heavy and Civil Engineering Construction. Small Business Size Standard for this acquisition is $31 Million. Federal Supply Code is Z300, Restoration. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 25% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Award will be based on overall Best Value to the Governmen t. Anticipated solicitation issuance date is on or about 15 Nov 2006, and the estimated proposal due date will be on or about 18 Jan 2007. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: Offerors name, address, point of contact, phone number, and e-mail address. Offerors interest in bidding on the solicitation when it is issued. Offerors capability to perform a contract of this magnitude and complexity (include offerors in-house capability to execute design and construction, comparable work performed within the p ast 5 years  brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project).
