- This is a 100% small business set-aside. The Estimated Magnitude of Construction is between $1,000,000 and $5,000,000. NAICS: 237990, Size Standard: $31.0 million. An Invitation For Bid in electronic format only will be available for download o n or about February 15, 2007 on the Federal Technical Data Solutions (FedTeDS) website in electronic format at https://www.fedteds.gov/ Once the solicitation is posted in FedTeDS, a link to the solicitation in FedTeDS will be provided. In order to view the solicitation, interested firms must be registered in Central Contractor Registration (CCR) at http://www.ccr.gov/ and in FedTeDS. In order to register for FedTeDS, a vendor or contractor must have the following information: Your Company's Central Co ntractor Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your Company's CCR Point of Contact or from the CCR website.); Your Company' s DUNS Number or CAGE Code; Your Telephone Number; and Your E-Mail Address. Once you have this information, you register in FedTeDS by clicking on the 'Register with FedTeDS' link on the home page. No disks shall be mailed. Any resulting contract will b e firm-fixed priced. The solicitation shall be issued on a competitive sealed b id basis per FAR 19.10 -- Small Business Competitiveness Demonstration Program. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. The requirement for the submission of both performance and paymen t bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore, the successful firm shall have the capability to acquire such bonding. In addition a bid guarantee is also required. If a large business is selected for this con tract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The Davis-Bacon Act will apply. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be the low bidder selected for the award
