- The Defense Supply Center Philadelphia (DSCP) intends to award a contract for two nonmetallic tubing items. The acquisition is unrestricted. The solicitation covers two items: NSN 9330-01-338-5808, Tubing, Nonmetallic, 700 each, with additional 100% option, Parker Hannifin Corp. (83259), P/N A07386.11627, General Electric Company (07482), P/N 1602M77P04: and NSN 9330-01-338-5809, Tubing, Nonmetallic, 400 each, with additional 100% option, Parker Hannifin Corp. (83259), P/N A07387.11627, General Electric Company (07482), P/N 1602M80P04. SP0570-06-R-0019 is expected to be issued on 17 Nov. 2006 with an estimated closing date of 18 Dec. 2006. Delivery shall be to CONUS stock locations, and inspection will be at origin. The required delivery schedule for both items is 40 ea per month starting 120 days after receipt of order. The subject item requires source approval prior to contract award, as the technical data available has not been determined adequate to support acquisition via full and open competition. Only the source(s) previously approved by the government for this item have been solicited. In the event that competitive offers are received the evaluation of offers will utilize Best Value procedures. All evaluation factors, other than price, are significantly more important than price. The evaluation factors, other than price, are listed in the following order of importance: delivery, past performance, socioeconomic proposal and Javits-Wagner-ODay (JWOD) Act Entity Proposal. Socioeconomic and JWOD are considered equal to each other. Prospective contractors should have Electronic Data Interchange (EDI) capability. These are items for which the Government does not possess complete unrestricted technical data/drawings which can be referenced in the solicitation. Note 22 applies.
