Description
The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to establish a firm fixed price contract for Veterinary Medical Personnel Services. The contemplated contract is for an estimated basic contract period of 1 December 2006 through 30 November 2007 with four one-year option periods. The contractor shall provide personnel for 12 to 15 separate personnel categories to the U S Army Institute of Surgical Research (USAISR) Facilities in the San Antonio Texa s ar ea. These actions will have a single location of performance within the confines of Fort Sam Houston, TX. Most of the duties will be performed in the USAISR Building in the new Brook Army Medical Center (BAMC). Contractor shall perform the requirements in the SOW and conform to the professional standards identified in this contract, and shall follow all applicable instructions and directives as identified by the SOW. This acquisition will be accomplished as a Set Aside Competitive 8A Solici tation in acco rdance with FAR 15, contracting by negotiations. A source selection employing a cost technical trade off procedure shall be used for evaluation of all proposals. The Government intends to evaluate proposals and make award without discuss ions, but reserves the right to hold discussions. If award is made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of proposals (e.g. the relevance of an offerors past performance information and adverse past performance info rmation to which the offeror has not previously had, an opportunity to respond) or to resolve minor or clerical errors. Additionally the complete Contracting Procedure for this requirement shall consist of 4 separate RFPs segregated by classes of workers. All 50 estimated Positions in the Solicitations are currently encumbered with the exception of three or four. Currently, these services are provided through another Federal Agency (Fedsource). The solicitation contains an Emp loyee Capture Provision requi ring offerors to entertain incumbent resumes to the extent they meet the Contractors requirements and the technical requirements of the SOW and RFP. This solicitation is for full and open competition among 8(a)contractors. The North American Industry Cla ssification System (NAICS) codes are 541710 and 541690. Electronic Copies of the solicitations W81XWH-07-R-0002-0000, W81XWH-07-R-0003-0000, W81XWH-07-R-0004-0000, and W81XWH-07-R-0005-0000 are currently available o n FBO.GOV and on our website www.usamraa .army.mil under their respective solicitation numbers. AGAIN, The projected Contract Start date of performance is 1 December 2006. Contractors must be registered in the Central Contractor Registry to receive a c ontract award from a DoD activity. All prosp ective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code(CAGE CODE) and a DUNS number. No hard copies will be provided.
