- COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is LMRRADIOBPA and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. (iv) This acquisition is 100% set aside for small businesses, NAICS code is 334220. (v)Offerors shall submit one (1) lump sum quotation for all labor and materials included in this project. All responsible sources may submit a proposal which shall be considered. (vi) The requirement is to perform The Contractor shall perform wireless communications maintenance service on land mobile radios (LMR) assigned to Charleston Air Force Base (CAFB), South Carolina in accordance with all applicable laws, regulations, standards, instructions and commercial practices as described in this Performance Work Statement (PWS) with the focus on safety and customer service. The Contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish PWS requirements in a timely manner at reduced costs and in a way that fosters pride and ownership in the work performed. Estimated workload and government-furnished equipment is listed in Appendix A, titled Workload Estimate and Data. The following documentation is available upon request: (1) Performance Work Statement for maintenance and repair of land mobile radios, (2) Price Schedule for maintenance and repair of land mobile radios. The BPA will be awarded for a base year and four one-year option periods. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement. 2. Price-The Government will evaluate offers for award purposes or the total price for the requirement. PAST PERFORMANCE IS SIGNIFICANTLY MORE IMPORTANT THAN PRICE. *If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of your most recent projects.
