Description
THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U. S. ARMY ENGINEER DISTRICT, NEW ORLEANS, IS SEEKING QUALIFIED SOURCES FOR THE INNOVATIVE DESIGN COMPETITION, LOUISIANA COASTAL PROTECTION AND RESTORATION (LACPR) PROJECT. THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS, AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-07-SS-0001. The NAICS code for this proposal acquisition is 541330. The Government will use responses to this Sources sought synopsis to make appropriate acquisition decisions regarding the type of proc urement to be utilized to obtain these services. PROJECT INFORMATION: The work will consist of developing an innovative concept design of a specific high priority risk reduction feature emerging from results of the Risk-Informed Decision Framework. PROJECT LOCATION: The risk reduction feature will consist of two structures that form integrated storm surge protection I between Lake Pontchartrain and Lake Borgne in Southeast Louisiana. These structures will be placed specifically in the Rigolets Pass and Chef Menteur Pass southeast of U. S. Highway 90. SPECIAL TERMS AND CONDITIONS: The Government intends to pre-qualify firms to participate in a competition for the most effective concept. The winning firm will not be guaranteed any follow-on contracts. By agreeing to participate in the competition, the contractor shall offer unlimited rights to the Government to use this concept. Unlimited rights means the right to use, disclose, reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, in any ma nner and for any purpose, and to have or permit others to do so. Firms would be required to submit their draft and final results in two phases. Phase One: Draft innovative coastal protection and restoration concept plans for a specific high priority risk reduction feature, pursuant to predetermined project development criteria, which include performance objectives and associated metrics, as well as required minimum level of detail. Phase Two: Provide results of public/agency comment, to refine their inno vative concept designs, pursuant to objectives and metrics. The results of Phase One of the competition will be included in an appendix of the Draft Final Technical Report that will be posted for public/agency review and comment under NEPA. The feedback from public/agency review would be provided for consideration in refinements made during Phase Two. The results of Phase Two will be included in the LACPR final Technical Report, and will be considered during the Corps of Engineers plan development along with other inputs. All interested companies with the capabilities necessary to meet or exceed the stated requirements are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, P OC telephone and fax numbers. 2) Identification of the company as a Large Business or Small Business (SB based on NAICS Code 541330 business size standard is not to exceed $4,500,000.) 3) Past experience with engineering services for multi-million doll ar engineering efforts that includes innovative concept design of a specific high risk reduction feature emerging from results of Risk Informed Decision Framework. 4) References supporting the claim to meet the requirements specified above. Each refer ence should include the company name and title, telephone number, and point of contact. IMPORTANT: responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industr y capabilities. This synopsis is for information and planning purposes only and is neither to be constr ued as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
