Description
Marine Corps Systems Command (MARCORSYSCOM) intents to negotiate and award a sole-source contract to Raytheon Integrated Defense Systems (IDS), 8600 Balboa Ave., San Diego, CA 92123-1502, for the Common Aviation Command and Control System (CAC2S) Low-Rate Initial Production (LRIP) Firm-Fixed Price, the first two Full-Rate Production (FRP) Lots and Spares Firm-Fixed Price, and Engineering and Support of the aforementioned activities, Time and Materials. The proposed contract covers a four year period and the total estimated value is $198.4 M. Raytheon IDS designed and manufactured the CAC2S for the U.S. Marine Corps (USMC). The first engineering development system was delivered in June of 2006. During the next two years, CAC2S will be undergoing Initial Operational test and Evaluation (IOT&E), which will result in a requirement for system changes. The engineering and support efforts under this proposed contract will include tasks such as performing engineering studies, evaluations and analysis in order to support system improvements and produceability enhancements, as well as capitalizing on technology insertions. The contractor will provide for the design, development, production, and incorporation of hardware, software, and firmware in support of accepted Engineering Change Proposals (ECPs) into the end item baseline and retrofit, as necessary, these baseline changes into fielded items. The contractor will provide Contractor Logistics Support (CLS) for the provisioning of data products subsequent to ECP pr ocurement including changes to drawings, software documentation, etc. The contractor will also provide CLS in the form of a Vendor Level Maintenance (VLM), Software Support Activity (SSA) efforts, Program and Contractor Engineering and Technical Support (CETS) Services. Production debugging and streamlining of the Technical Data Package will occur during LRIP. CAC2S has been under development by Raytheon IDS since May 2001. Raytheon has gained and demonstrated unique insight into specific technical and support requirements of CAC2S through their work on the Program Definition/Risk Reduction and System Development and Demonstration efforts. Raytheon IDS possesses the requisite technical knowledge, capability, and unique insight into the manufacturing, integration, and test of the CAC2S to resolve deficiencies, implement required changes, and deliver initial production items during this period of change in the CAC2S Technical Data Package. Additionally, the CAC2S progr am seeks to continue to leverage its technical and programmatic relati onship with the Navy?s Ship Self-Defense System MK II for which Raytheon also possesses unique knowledge and capabilities. No Request for Proposal (RFP) is available for competitive bidding; however, interested parties are to submit a statement of capability for satisfying this requirement no later than 3:00 PM EST 15 Decmeber 2006. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer. Proprietary information shall be clearly identified as such and will be protected.
