Description
This synopsis serves as the Marine Corps Systems Command?s advance notice to industry of a pending solicitation for a full and open competition for the engineering, design, development and deployment support for a COTS based Tactical Data Network Data Distribution System ? Modular (TDN DDS-M) on an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed-Price (FFP) type contract. The TDN DDS-M will be a component of the overall TDN and provides Internet Protocol (IP) based data routing, information processing and storage, and network extension capabilities to the deployed Marine Forces. The TDN DDS-M will provide Marine Corps maneuver elements with a modular, scalable IP data transport capability that will replace, supplement, and be used with existing legacy data systems. The TDN DDS-M will be a system of function specific independent transit case based modules to include: LAN Services Module (LSM), Application Service Module (ASM), Communication Security Modul e (CSM), LAN Extension Module (LEM), Power Module (PM), WAN Service Module Version 1 (WSMV1), WAN Service Module Version 2 (WSMV2), Data Storage Module (DSM), Multimedia Distribution Module (MDM), Multimedia Control Module (MCM), Enterprise Switch Module (ESM), Information Assurance Module (IAM), and controller laptop PC?s (to include a hard carrying case versus a transit case). The Government will initially focus on procuring those particular modules that, taken as a whole, will provide similar functionality as existing fielded DDSs and offer capability expanding modules to be provided as needed. Approximately 600 of the base system configurations, consisting of an LSM, ASM, CSM, LEM, PM, and Laptop unit, are anticipated to be ordered with contract award depending on final unit cost and available budget. As funding permits, the additional modules may be phased into the configurations dependent on site requirements. It is also the Government?s intent to pursue technolog y insertion and technology upgrades throughout the life of the TDN DDS -M program. Additionally, there will be requirements to provide test articles, a training suite, a training package, technical manuals, logistics support, system warranty and engineering services. Long-term post deployment support is anticipated to be provided by the government. The DSM, IAM, WSMV2, MCM, MDM, and ESM are not anticipated to be procured the first year. The TDN systems shall be designed to operate within a joint operational area network. We currently anticipate posting the solicitation after fifteen business days of this posting on the same NECO/FEDBIZOPS web site. This advance solicitation notice has been posted by Greg MacGill, contract specialist support, greg.macgill.ctr@usmc.mil. No additional draft documentation will be provided and the planned solicitation will be posted for 30 days. The initial award is anticipated to exceed $120M with a currently anticipated five year dollar threshold of $375M.
