- Description
- NASA/DFRC intends to extend contract NAS4-01029, Facilities Maintenance, Janitorial and Grounds Maintenance, and Minor Construction Services, for six (6) months. The incumbent contractor, DTI and Associates, Inc. currently provides maintenance, modification, landscaping, and support services for approximately 910,000 square feet of structural floor space. Facilities and infrastructure include office buildings, mobile/modular offices and labs, warehouses, aircraft hangars, computer rooms, industrial shops, laboratories, cafeteria, roads, parking lots, aircraft taxiways, aircraft staging areas, fences and storage containers. Associated equipment and utilities include water, irrigation systems, sewer, electric, diesel-electric generators, heating, ventilating, air conditioning, natural gas, compressed air, fire alarm, hydrazine alarm and storm damage control. NASA/DFRC intends to procure these services from DTI and Associates, Inc. of Arlington, Virginia. The authority for other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1 ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. A separate follow-on procurement is being conducted at this time; however, it will not be completed in time to prevent a lapse in service. A lapse in the services provided by this contract would prevent DFRC from completing its mission. The incumbent is in possession of the requisite knowledge, skills, and experience required, which will ensure continuous services during the interim extension period. Award to any other source would result in failure to meet the Agency's requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on November 17, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
