Description
Combined Solicitation/Synopsis?Video Conferencing This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. The United States Patent and Trademark Office (USPTO) intends to establish a Blanket Purchase Agreement (BPA) to fulfill its continuing requirements for Video Conferencing Services from Hawaii for the Board of Patent Appeals. The contractor will provide the premises and all equipment needed to conduct a conference. Contractor must have the ability to provide services from Hawaii that reaches the entire continental United States. The estimated starting time for each use is between 3:00 am and 4:00 am local Hawaii time. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-13 and constitutes the only solicitation; a written solicitation will not be issued. This is a 100% small business set aside. NAICS Code 561499. The solicitation number is PROC1001VC. The solicitation is issued as a Request for Quote (RFQ). The requirements will be fulfilled using the Simplified Acquisition Procedures, FAR Part 13. The Government will award up to 3 BPAs. The period of performance is one base year from January 1, 2007-December 31, 2007 with 4 option years. The quotes not including past performance information are not to exceed 3 pages. The USPTO may solicit additional companies at any time to replace or increase the existing BPA to fulfill the USPTO?s requirements. To be eligible for award under this solicitation, the contractor must be registered on the Central Contractor Registration website (www.ccr.gov). As requirements occur, the USPTO, at its discretion, will either compete the actions among BPA holders using the same selection factors used to award the BPA, or rotate awards through the companies included in the BPA. Exact requirements are not known at this time and there is no guarantee of requirements. Selection Factors: The provision at 52.212-2, Evaluation ? Commercial Items will be used to evaluate offerors. The government will award one or more BPAs resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government. Offeror must be within a 5-mile radius of down town Honolulu, Hawaii. Evaluation Factors will be quality of service (technical ability, flexibility, and capacity), Past Performance and Price. Offers are to submit three references (Business Name, POC, and Phone Number). The evaluation factors are listed in order of importance. Past performance and quality when combined are significantly more important than price. However, as non-price factors of offerors become more equal, the relative importance of price increases. Quote should include rates for normal business hours as well as extended hours, dial-in and dial-out charges, cancellation fees. As prescribed in 17.208(g), insert a clause substantially the same as the following: Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 1 year and four option years.
