Description: The Government intends to acquire a quantity of 16,471 Occupant Restraint Kits for the HMMWV. The 4-man and 2-man kits consist of seat belt buckles, belts, retractors, installation hardware and instructions. These items will be procured on an othe r than full and open competition basis from H. Koch & Sons of Anaheim, California under the authority of 10 U.S.C. 2304(c)(1), 'Only one responsible source and no other supplies or services will satisfy agency requirements.'
