Description
SET-ASIDE: For Profit and Nonprofit Institutions of Higher Learning. The Health Resources and Services Administration (HRSA) will be soliciting proposals from public or nonprofit institutions of higher learning and public or nonprofit private agencies and organizations engaged in research or in maternal and child health programs. The purpose of this requirement is to implement a mechanism for using distance education methods to disseminate research and demonstration best practice models to Maternal and Child Health Bureau grantees and the Maternal and Child Health (MCH) community in a cost effective manner. The Government anticipates awarding a 12 month cost reimbursement contract with three (3) one year Options. This acquisition is being conducted under a Limited Competition as authorized by 41 U.S.C. 253(c)(5) FAR 6.302-5(a)(2)(i) and the Social Security Act, Title V, Maternal and Child Health Services Block Grant, Section 502, Paragraph (a), Sub-paragraph (1) through (2) which reads: Competition is limited to public or nonprofit institutions of higher learning and public or nonprofit private agencies and organizations engaged in research or in maternal and child health or programs for children with special health care needs or research projects relating to maternal and child health and child health services or services for children with special health care needs which show promise of substantial contribution to the advancement thereof. Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriate funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. [FAR 52.232-18 AVAILABILITY OF FUNDS (APR 1984)] Award of a contract resulting from this solicitation is restricted to public or nonprofit institutions under NAICS code 541611. The solicitation will be issued on or about November 22, 2006. It will be available at the Government website at www.fbo.gov under HHS, Health Resources and Services Administration, Posted Dates. It is the offeror's responsibility to monitor the site for amendments to the solicitation. The agency will consider proposals from all responsible sources.
