- The U.S. Department of State, Office of Acquisitions Management (A/LM/AQM), on behalf of the Bureau of Consular Affairs, Office of Consular Systems and Technology (CA/CST) has an ongoing a need for the contractor to provide Installation, Training, Help Desk, Logistics Support, and Configuration Management Support for its domestic, passport, and overseas operations. This requirement provides support to approximately 3,100 domestic users, including Consular Affairs users in Washington, DC/Metropolitan area and system users in the Washington Passport Agency, Special Issuance Agency, National Passport Center, National Passport Information Center, and 17 passport agencies across the country. This requirement also supports approximately 7,000 overseas users in over 230 overseas posts. This requirement supports 44 consular systems. The offeror shall provide the following tasks: Transition phase, Project Management, CA Domestic Help Desk, CA Overseas Support Desk, Warehouse and Logistics Support, Training and Installation, Configuration Management and Domestic Training (optional). Travel is required. CA/CST currently provides hardware and peripherals (computers, monitors servers, fingerprint scanners, cameras, document scanners, etc.) on a three-year refresh cycle for over 230 overseas posts, as well as interim replacements for broken equipment The warehousing function is critical to CA/CST's continued ability to support the overseas posts. CA/CST's ability to have equipment available and accessible at all times to immediately ship overseas is essential. The offeror must provide the warehousing facility within a 30-mile radius of the State Department's pouch facility at Dulles Airport, and within a 30-mile radius of the main State Department building in Washington, DC. The successful awardee (and any subcontractors) will need a Top Secret facility clearance at the time of contract performance. Additionally, the Contractor personnel assigned to this contract shall possess Top Secret and/or Secret personnel security clearances issued by Defense Security Service (DSS) prior to contract performance. The government anticipates a Firm fixed price, IDIQ (Indefinite Delivery/Indefinite Quantity contract, for a base year plus 4 additional one-year options. All offeror's must be registered in the Central Contractor Registry to be eligible for award This is not a Request For Proposal. The estimated issue date for the Request for Proposal is on or about November 28, 2006. The RFP, RFP amendments, and questions and answers related to this procurement shall be available via the Internet at http://www.fedbizopps.gov. Offerors are responsible for accessing the website. Interested parties must respond to the RFP to be considered for award. At this time, no written solicitation document is available, telephone requests shall not be honored, and no list of bidders shall be maintained.
