- Request for Proposals (RFP) For All-terrain Radar for Tactical Exploitation of MTI and Imaging Surveillance (ARTEMIS) Date: 03 NOV 2006 Contact: RDECOM, CERDEC, Intelligence and Information Warfare Directorate (I2WD), Bldg. 600, Fort Monmouth, NJ, 07703, ATTN: AMSRD-CER-IW-RA, Vince Fedorow, email: Vincent.Fedorow@us.army.mil Synopsis: Request For Proposal (RFP) for All-terrain Radar for Tactical Exploitation of MTI and Imaging Surveillance (ARTEMIS) Description: The purpose of this announcement is to request proposals for a 42-month design and development effort as defined in the referenced Statement of Objectives (SOO) for ARTEMIS for a lightweight multi-function airborne counter CC&D radar as defined in the refe renced ARTEMIS performance specification. Proposals should be submitted against the BAA Solicitation No., W15P7T-04-R-P008, ISR Subtopic 2 Radar Applications. Award is not guaranteed and the Government does not intend to pay for information received. The evaluation criteria as given in the BAA a. Scientific and Technical Quality, which is most important has been modified as follows. a. Scientific and Technical Quality: The scientific and technical quality of the proposal with respect to the SOO a nd performance specification with emphasis on feasibility of approach, performance, and completeness. Feasibility of approach is defined as the degree with which the offeror's proposal, methods and approach meets the ARTEMIS program objectives. The appro ach to meeting program milestones and schedule will be assessed. The extent of which the offeror identifies programmatic and technical risk areas and the approach to mitigate these to ensure a successful program, shall be considered. Performance is defi ned as the extent of which the proposed performance meets program performance and provides an operationally relevant system. Proposed performance should be substantiated with a design concept and appropriate analysis and/or test data. Completeness is def ined as the extent to which requirements have been considered, defined, satisfied, and integrated into the offeror's overall approach. Each proposal will be evaluated strictly in accordance with its written content. The referenced documents are FOUO with Distribution C. Requests for these documents may be made via email to Vincent.Fedorow@us.army.mil. Please provide the CAGE code in your email. Vendors without prior experience designing and developing radar systems at low frequencies (2.0 GHz) will not be considered. Proposals are to be received by 16:00 EST, 07 DEC 2006. Please submit three hard copies plus one CD. You may forward responses to US Army, RDECOM, CERDEC, I2WD, Bldg. 600, Fort Monmouth, NJ, 07703, ATTN: AMSRD-CER-IW-RA (Mr. Fedorow) Acknowledgement of re ceipt will be issued. If you choose to submit proprietary information, mark it accordingly. Classified information will be accepted by mail only, but please mark it accordingly and send it via proper channels.
