Description

The U.S. Fish and Wildlife Service is utilizing Commercial Item Acquisition procedures to request proposals (RFP) to provide and install a Net Metering Solar Electrical System on the Wilna House at the Rappahannock River Valley National Wildlife Refuge in Warsaw Virginia. Performance specifications are as follows: You are invited to submit a proposal to install a Net Metering Solar System and solar water heater on the Wilna Tract, Wilna Pond Site of the Rappahannock River Valley National Wildlife Refuge. The solar system will supply power to one 1900 sqft building (Wilna Multi-purpose Building) on the refuge. The system will be designed so that it will carry the anticipated loads under normal conditions year round, for intermittent use (approximately 50 - 60% of the time). Your proposal is to include: 1. Transportation of workers, tools, equipment, and materials to and from the job site. (Note: Job site does not have electricity available to operate power tools. Contractor must supply power.) 2. New Net Metering Solar System, furnished and installed complete and operational, to serve this building, according to Virginia Administrative Code 20 VAC-315. The new system is to include an array of solar electric panels designed to be post-mounted with seasonally-adjustable ray. Solar array shall be rated at 5KW or more and should be framed, glass-covered, and single or multi-crystal silicate or cells. Each module should not exceed 200 watts (due to the panel size). Inverter should be rated to carry the full 5KW (or more) array under all temperature conditions. 3. Solar water heating system furnished and installed for the building. Install a new 75-85 gallon solar hot water storage tank. 4. Connection of system to feed a modulated instantaneous water heater with a 75-85 gallon capacity thermal storage tank. 5. Lockable, load breaking manual disconnect switch installed within six feet of the meter base. Provide manufacturers information which thoroughly describes the items and features to be included with the proposed solar electric system. Prospective contractors are encouraged to inspect the site prior to submitting a proposal. The site can be inspected by contacting Greg Owens at (804) 333-1470. This procurement shall use Commercial Items Acquisition procedures (FAR Part 12). Best Value and Past Performance shall be elements of the evaluation. The NAICS is 238290. This is a Set Aside for Small Business. All responsible sources may submit a proposal with all applicable literature, catalogs, plans, and price lists of the applicable solar system equipment and installation costs for this system. Please include past performance information with your proposal. There will not be a solicitation issued. Provisions and Clause are applicable as per the Federal Acquisition Regulation (FAR). Commercial Items, Terms and Conditions apply to this acquisition. This announcement constitutes the only solicitation. Please mail your proposal information to the U.S. Fish and Wildlife Service, Contracting and General Services, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Gary Dupuis, Contracting Officer, no later than COB December, 7, 2006. Evaluation of proposals will be based on a "Best Value to the Government" method.
