Description
The Office of Thrift Supervision (OTS), U. S. Department of Treasury, intends to negotiate on a sole source basis with Dr. William Handorf, 5413 Blackistone Road, Bethesda, Maryland, 20016 to develop, instruct, and revise as needed the following training courses: Commercial Business Lending, Interest Rate Risk (as a separate class), Interest Rate Risk as a component of New Thrift Examiner class, and Advanced Examiner Topics. These training courses are highly specific to OTS? mission of regulating the nation?s Thrift Industry. Dr. Handorf will use his extensive knowledge of the Thrift industry and his past performance experience in this area to develop and teach these courses to OTS? thrift examination staff which consists of approximately 750 examiners throughout the U.S. Course topics must include, but not be limited to: Interest Rate Risk analysis using the OTS NPV model; Bank examination procedures; Financial analysis; Loan analysis; and, Asset/Liability and risk management techniques. Development and presentation of courses must at least be at the examiner skill and knowledge level needed for accreditation required to obtain the level of examiner that would attend these training classes. Most attendees would have their accreditation, which is generally equivalent to commissioning at other bank regulatory agencies. A single contractor is required to provide course materials and consistent instruction. Information is to be provided in a variety of methods: class lecture, hands on examples provided in class, case studies, pre-course work used in class, loan files, or other methods to introduce and reinforce training. Prior to presentation, contractor is to provide a detailed outline of each course and identify teaching methods and class activities that will be used. Straight lecture will not be acceptable. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. No solicitation document exists for this requirement. This is a 100% small business set-aside. A single contractor or small business with the knowledge, proven experience, and documented past performance of developing and providing the training courses identified in this announcement may email capabilities statement to Sharon.doerk@ots.treas.gov or fax to 202-906-5648. Vendor is to describe how it can fully meet the requirements stated above in time to meet the estimated course date of January 8, 2007, inclusive of past performance information. This is not a request for proposals and the decision to compete this requirement rest solely with the Government. If no responses are received within 10 days of this announcement, the OTS shall proceed with sole source negotiations with Dr. William Handorf. The contract document will include provisions and clauses in effect through Federal Acquisition Circular 2005-13. This is a 100% small business set-aside. The following provisions apply: 52.212-1, Instructions to Offers?Commercial Items; 52.212-3, Offeror Representations and Certification?Commercial Items. The Representations and Certifications, which must be completed and submitted with the quotation, are located at www.arnet.gov/far/current/html/52_000.html. The anticipated contract will be a base year with three option years. The dollar range of this requirement is $100,000-$150,000 per annum.
