- NAICS Code: 541380 The contractor shall be responsible for extracting and analyzing up to thirty-seven (37), 1 to 3 liter whole water samples, for low level PCBs and pesticides. The contractor shall also be responsible for extracting and analyzing up to thirty-seven (37) dioxin/furans suspended solids samples collected by filtering surface water through glass fiber filters. PCB congener analyses shall be performed using EPA method 1668A or by other standard operating procedures (SOPs) based on that method. Dioxin and furan analyses shall be performed using EPA Method 1613 or by SOPs based on this method. Analysis for pesticides shall be performed using high resolution gas chromatography and mass spectrometry methods (HRGC/HRMS). The U.S. Environmental Protection Agency intends to issue a firm, fixed price per sample Purchase Order to the lowest cost, technically acceptable offeror. In order to be considered for award offerors must meet the following minimum criteria: 1) Offeror shall be certified by New York State's Environmental Laboratory Approval Program (ELAP) to perform 2,3,7,8-TCDD and PCB congener analyses. Offeror shall include proof of certification as part of their quote. 2) Offeror shall demonstrate their ability to provide the instrument detection limits listed under Attachment 1 of the Statement of Work. Offerors shall submit two samples of recent laboratory blank and instrument blank results for each of the requested target analytes in order to clearly demonstrate their ability to meet the required detection limits listed.
