- REQUEST FOR INFORMATION INTRODUCTION The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is issuing this Request for Information (RFI) on behalf of the DOC Bureau of Economic Analysis (BEA). BEA is developing its requirements to design and administer a new survey that estimates travel expenditures in the International Transactions Accounts. The purpose of this Request for Information (RFI) is to gather information to assist the BEA in formulating its requirements, and to identify qualified offerors who are capable of meeting the requirements. BACKGROUND BEA produces the International Transactions Accounts (ITAs) of the United States. These accounts provide a comprehensive and detailed view of economic transactions between the United States and other countries. In addition, they provide input into other estimates throughout BEA, contributing particularly to the National Income and Product Accounts. The services transactions accounts are contained within the current account of the ITAs and are divided into several major categories. One of these major categories is travel. BEA has identified weaknesses in the data covering travel expenditures. This requirement will be concerned with improving BEA?s estimation of travel expenditures by designing and administering a new survey of travelers. Accordingly, the BEA is soliciting input from the public to guide in developing such a survey. DESCRIPTION OF INFORMATION REQUESTED All vendors providing commercial services relating to the requirements set forth in the attached Performance Work Statement are highly encouraged to respond to this RFI. The Government is requesting that vendors submit information in the following three areas. Vendor Capabilities Statement. The Capability Statement should discuss the vendor?s capabilities as against the requirements. ?Capability? is broadly defined to include organizational experience, management and staffing structure, and past performance. As an example of demonstrating capability, vendors may provide copies of previous studies or reports that are similar in nature to the PWS requirements. Technical Solutions. Given the information in the PWS, it is requested that vendors provide a broad technical solution or approach to completing the PWS requirements. The Government is interested in knowing what innovative ideas are currently in the marketplace and how potential offerors may seek to fulfill the PWS requirements. To aid the technical approach, vendors are asked to provide a staffing plan describing the mix of labor (labor categories) and level of effort (approximate number of hours) necessary to complete all requirements. Suggestions for Improving the PWS. Vendors are highly encouraged to provide suggestions for improving the PWS. If there are any terms or topics that are ambiguous, or if timetables seem too restrictive to accommodate for more creative solutions, vendors are invited to constructively critique all aspects of the PWS and propose alternative suggestions. If information is lacking or not clear enough to provide suggestions, vendors may submit a list of questions which will be helpful in indicating details that should be added. Furthermore, attached to the PWS is a Quality Assurance Table which details core requirements, performance standards, and incentive/disincentive payments. Vendors are highly encouraged to propose alternative performance standards and incentive/disincentive payments. Currently provided in the QA table is a structure for how the Government will survey and evaluate contractor performance. HOW TO RESPOND Vendors may use any electronic format to provide information for Vendor Capabilities Statement and Technical Solutions. In terms of providing Suggestions for Improving the PWS, vendors are encouraged to use this Word Document and insert comments using the Track Changes feature of Microsoft Word. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
