- Sources sought to provide After Hour Teleradiology services for the VAMC Spokane WA and VAMC Boise ID. Please respond via e-mail ONLY. Your response should identify your company name, point of contact with contact information, indicate all areas you are capable of providing service, capabilities statement and identify your business size, and if you are (by the definitions in the FAR) any of the following: Small Business, 8(a) disadvantaged, disadvantaged, woman-owned, veteran-owned, service disabled veteran owned or HUB Zone certified. Also state if you currently have a Federal Supply Schedule Contract or a VA contract. Only this minimal information is requested. A Request for Proposals shall be issued at a later date. The NAICS code for the procurement is 621111 and the small business size standard is $9.0 million. Under the authority of Public Law 104-262 and 38 U.S.C 8153, the contractor agrees to provide Health Care Resources in accordance the terms and conditions stated herein, to furnish to and at the Department of Veterans Affairs Medical Centers, The cost for these services includes but not limited to the following: Contractor shall provide professional radiology services for on-demand coverage and interpretation of radiology examinations performed at the Spokane VA Medical Center and the Boise VA Medical Center. Interpretation services will be done via a secure, web-enabled Teleradiology network provided by the Contractor. Contractor shall provide health care providers, personnel and technical support, medical facilities, medical and other equipment, telecommunication and transcription services, supplies, and supervision necessary to perform, implement and administer these Radiology Services to meet these specific medical needs of the VAMC. The Contract is responsible for all Contractor personnel, Subcontractors, agents, and anyone acting for or on behalf of the Contractor. Distribute appropriate studies to remote reading radiologists for primary diagnosis. Provide radiology professional physician services, offsite from the VAMC, 24 hours daily, for radiological interpretation of diagnostic images. The image procedures shall include but not be limited to Radiology procured codes listed in the American Medical Association's Current Procedure Code Book (CPTs) 70010-78499, covering plain film cases, CT cases, and Ultrasound cases as listed herein. The images will be sent to the contractor via VA's Teleradiology System (VISTA Imaging) or through the VA Brit PACS System when available. The Contractor shall convert the images to DICOM and securely transmit to contractor's central server and distribute image to radiologists. Radiologists shall be available for telephone consultation regarding urgent examinations and shall provide recommendations for appropriate procedures to attending or referring physicians. They shall coordinate with VA technical staff for performance of procedures. STAT/Urgent images shall be interpreted with results communicated by phone to the referring physician within forty-five (45) minutes of receipt of image study. Install and maintain external communication systems required for image study delivery to remote radiologists. Configure, install and maintain Virtual Private Network all remote workstation software on the remote reading radiologist workstation. Implement a DICOM appliance for conversion of images from VISTA RAD format to DICOM for delivery of images to the DICOM server as outlined in proposal. PROCEDURE FOR TRANSMISSION OF IMAGES: Patient images along with exam request forms for each patient will be transmitted via the VAMC's Pac System through a data line provided by the Contractor. The request forms will include patient information, along with CPT codes. The Contractor will interpret an exam and provide the radiologists final report and transmit using teleradiology and dictation equipment provided by the VAMC. For the 1st three months, Contractor will use VA transcription contractor telephone access. After initial 3 months, Contractor is required to have it's own transcription system in place. QUALIFICATIONS: The Contractor will be responsible to ensure that Contractor personnel providing work on this contract are fully trained and completely competent to perform the required work. Prospective providers must present appropriate credentialing information including but not limited to the following: Board certification in Diagnostic Radiology Medicine by the American College of Radiology. Current licensure in state of practice Clinical practice experience of at least two years. General Liability and Malpractice Insurance. Barrier free office environment, equipment and space meet JCAHO, Federal and State standards. Responses are requested no later than 3:00 PM PDT November 22, 2006 to brian.thomas3@va.gov.
