- The Product Manager- Clothing and Individual Equipment (PM-CIE) at the U.S. Army Research, Development, and Engineering Command, Soldier Systems Center, Natick, MA has a need to identify possible commercially available gloves having the following per formance characteristics. It shall be non melt/non stick to the hand, improved wet weather protection (waterproof/ highly water resistant), breathable, improved manual dexterity/tactility, and grip, and improved durability compared to the Cold weather Avia tors Glove, for ground combat use in temperate and cold conditions. These gloves will be used to determine the types of materials that will meet the soldiers need in a cold weather combat situation. This glove is not meant to replace any current Army glov e. At this time, the Government is not seeking flame/fire resistant shells (Nomex/Kevlar) as these types of glove items have already been procured for evaluation purposes. The Army is leveraging with MC efforts, Combat Utility Glove (CUG). However, if in dustry feels the need to submit such flame/fire resistant shells, please state the unique characteristics/design features to be further considered. The Government is conducting this Market Investigation seeking product information and/or samples of innova tive off-the-shelf or non-developmental solutions for evaluation in the winter months of 2007. The cold weather combat glove must be a commercial off the shelf (COTS) item that will not require additional research and development. The Government may tech nically test materials (alone) and or gloves of these commercial items to determine the best performance available. After review and evaluation of industrys submissions, the most promising candidate components may be procured for FY07 Army evaluation to d etermine if it warrants the Armys further consideration. The capability of these sample items may be one item or modular system (e.g. outer shell and liner, for additional warmth) that has components that will provide environmental protection. Product sha ll meet the following critical performance requirements: (1) No melt/stick to the hand. (2) Provide protection against temperate temperatures. Should not be worn below freezing (32? F). (3) Waterproof or highly water resistant. (4) Provide maximum durabi lity, dexterity, tactility, grip. (5) Provide maximum breathability and comfort. (6) Minimum service life of 120 days and have a minimum shelf life of 5 years without being affected by mold, fungus, rot, etc (7) Fast drying. The following objective per formance requirements are desired: (1) Subdued in color. (2) Provide a means to attach the gloves to an item. (3) Reduce bulk. (4) Cut/Abrasion resistance. GLOVE CANDIDATES: The Government requests interested suppliers identify gloves that are within th eir existing product line production capabilities, or can be easily modified to meet the required salient characteristics. Initial samples/ information submitted by interested suppliers are due NLT 24 November 2006 for Army review. If the Army is intereste d in further evaluating a glove submission, the Government will procure additional samples for testing within 15 30 calendar days after initial submission. If the Army selects gloves for further evaluation, it is anticipated approximately 50 gloves will be procured. Delivery of the glove will be needed by 15 December 2006. Information should include, but not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodology (e.g. NFPA, ASTM, AATCC), certification/ compliance, warranty terms, relevant company background/experience, ISO 9000 certification, and any other information that the company believes demonstrates the value of their product(s) and ability to meet the requirements. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for suc h samples.
