Description
REQUEST FOR INFORMATION; HQ INSCOM/Directorate of Contracting invites all Interested Parties to an Industry Day to discuss future requirements for the INSCOM Futures Directorate Technology exploration and integration capability within the Information Dominance Center (IDC). The Government anticipates awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for this requirement. This is not a Request for Proposal (RFP); however a formal RFP is anticipated subsequent to this meeting on or about February 2007. This is a notice to advertise the forum schedule; Location: Hilton Hotel 6550 Loisdale Road, Springfield, Virginia 22150 -1801; Date: 28 Nov 2006; Time: 1pm to 4pm. Prospective attendees for this Industry Day are required to RSVP no later than Close of Business 21 November 2006/12:00(noon) local time. Small Business participation is highly desired. The Government has not made a final determination of Set-Aside Preference. Results of Industry Day will be utilized in that determination. Partnerships/Teaming/Joint-Ventures are encouraged. The historic al value of the past contract was an estimated $25 million per year. The following North American Industry Classification System (NAICS) and Federal Supply Code (FSC) applies: NAICS codes NAICS U.S. industry title (These are descriptive titles only. For the full NAICS industry description, click on links). NAICS Code 5415 12, Computer Systems Design Services; Size standards in millions of dollars $23.0 Million. Launch http://goed.utah.gov/business_development/PTAC/codes/D.html. The work will support technology insertion into the INSCOM operational environ ment. Task Orders are anticipate in the following general areas: 1) Information Technology Development and Software and Hardware Analytical Process Labs; 2) Support to Demonstrations and Evaluations; 3) Integration of applications into the developmental b aseline; 4) Technology Evaluation; 5) On-site support at INSCOM and other designated site (CONUS and OCONUS); 6) Operational Evaluation; 7) System Engineering; 8) Project Management and 9) System Integration. All personnel will be required to hold a TS/SCI classification level clearance. Subsequently, some positions will require a Single Scope Polygraph. The contractor or their team will be required to have a Sensitive Compartmented Information Facility (SCI F). The requirement of the SCIF and Polygraph will be specified by Task Order. No more than 2 representatives from each business entity will be allowed to attend the conference; Attendees must provide the following via email: the company DUNS & Bradstreet number, Tax Identification number, Full Name of attendees with their SSN, eMai l Address and Telephone number to the electronic address below no later than the above 21 November 2006. Attendees are encouraged to arrive at least one-half hour early to process through security/visitor control. NO ELECTRONIC TRANSMISSION or RECORDING DEVICES WILL BE ALLOWED, e.g., CELL PHONES, PDAs or PAGERS. Industry Day Capability Packages: Attendees are invited to submit capability packages identifying their capability areas specific to the Intelligence Community, by 4 pm (local time) 28 Nov 2006. Specific Areas of Interest are I) Experience: An outline o f previous projects, specific work previously performed or being performed and any in-house research and development effort, particularly in a classified environment.; II) Sensors and Collectors: Enhancing Collection Processes, Interfaces to non-Intel sen sors, Optimization of HUMINT Collection and Other areas identified by offeror; III) Analysis and Production: Enhancing analysis tools and visualization, Optimization of analytical processes: Optimization of analyst data comprehension, Change Detection processes and Other areas identified by offeror; IV) Enterprise Solutions: Cross Domain, MLS sol utions, Data management, Enterprise management, Network optimization and Other areas identified by offeror; V) Other general areas of interest: Information Assurance and Accreditation, Management of intelligence capabilities and Technical Support to Users.
