Description
MARKET RESEARCH SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL), under a bailment agreement, will be provided a MS3000 System Unit, P/N T3-MS1 from FLIR Systems, Inc., 27700A SW Parkway Avenue, Wilsonville, OR in support of an experiment to determine the usefulness of the item in achieving combat objectives of the Marine Corps in an operational environment. This sources sought synopsis is to determine if other sources exists that have similar equipment to that described and should not be construed as a commitment of any kind. Sources with equipment similar to that described that would be interested in entering into a bailment agreement with the Marine Corps System Command should submit statements expressing an interest in entering a bailment agreement with the Government. Interested respondents should not consider this sources sought synopsis as a commitment of any kind by the Government. Terms and conditions of a proposed bailment agreement will be provided upon request. This camera system shall: ? Be capable of operation during both day and night. ? Be capable of continuous operation, 24 hours/7 days a week for periods up to 30 days using a reliable power system and a back-up power system that can be used for at least 1 hour. ? Be capable of being mounted, including any cabling, on a transportable tower such as the ITS Model SRS-106. Mounting must be able to be done with the tower in its retracted/stowed position and remain mounted and cabled while the tower is erected. Overall tower height will be in excess of 100 feet. ? Be able to provide solutions for tower mounting using a plate/gimbaled system that will remain interoperable with a number of tower setups. ? Have cameras capable of recognizing (as per Johnson?s Criteria) a person holding a moderate sized object at a range of at least 1100 meters in a calm desert atmosphere ? Have cameras that can pan and tilt. The Azimuth travel range must be 360? at a travel rate of 30?/sec or better. The Elevation travel range must allow camera pointing within a range of at least -40? to +40? from the horizontal ? Have an organic or optional Gyro-stabilized pan/tilt capability with a minimum of 2-axis stabilization. ? Be ruggedized and able to operate in various weather conditions, to include but not limited to: o Dust and rain o Winds up to 45 mph or greater o Cold to minus 20 degrees Fahrenheit o Heat to 125 degrees Fahrenheit ? Be able to stream video: o To an operator station located in the immediate vicinity (less than 100 meters) of the camera o Optionally across a network ? The ability to be easily integrated into legacy networks. ? Be capable of providing digital video output capability as well as providing an image resolution of at least 640x480 pixels ? Have an operator station capable of controlling multiple cameras within this system. ? Be able to collect video and digitize to MPEG-4 or similar standard and allow the capture of still images. Requested Survey Information: ? Reliability ? Provide information on Mean Time Between Failures. ? Maintenance requirements ? Provide information on the amount and extent of major routine maintenance requirements. ? Training Requirements ? Provide information on how much training is required to operate the system. ? Power requirements ? Provide information on how power is supplied to operate the system and power requirements. If back-up power exists, provide that information as well. ? Physical Requirements ? Provide information on the weight and physical size of the cameras and any ancillary equipment that would need to be mounted on the tower to meet the requirements outlined above. ? Provide information on available warranties on the system. ? Provide information on whether a field service representative, if necessary, is available (FSR) to maintain the system. These expressions of interest shall adhere to a ten (10) pages submission limit, plus commercial marketing information or web links and all should be submitted via email to Mr. Ira D. Patterson referencing the following tracking #9007. Information should be submitted on or before November 14, 2006. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
