- The National Institute of Mental Health (NIMH), the National Institute of Neurological Diseases and Stroke (NINDS) and the National Institute on Drug Abuse (NIDA) are seeking information on all sources capable of providing program evaluation support for assessing the outcomes of the Institute?s investments in research training mechanisms (i.e., T, K and F grant awards). The Institutes are interested in conducting a series of studies to assess the effectiveness of these programs in building a scientific workforce that advances the mission of these three Institutes. It is anticipated that this project will involve effort in the following general task areas: 1) development of a survey instrument and protocol to assess the career paths of individuals who have received NIH training funds; 2) evaluation feasibility and design projects, including the design and testing of novel approaches for evaluation studies on NIH training programs; 3) large-scale survey-based evaluation studies on former trainees and potential comparison groups; and, 4) focused evaluation studies and program assessments on select aspects of NIH training programs. To successfully accomplish these tasks, the business/organization must demonstrate 1) knowledge of current issues related to graduate training and career trajectories in biomedical and behavioral sciences (e.g. work-force issues, interdisciplinary training, etc); 2) experience and expertise in designing, administering, and analyzing large scale, population-based surveys on career trajectories for PhD recipients trained in scientific fields, as evidenced by publications; 3) documented knowledge and experience in how to go about locating individuals when provided with personal identifiers such as names and limited data on their educational background and by using publicly available sources (with demonstrated success in doing so). Any business or organization that believes it has the capability to fulfill this requirement should submit a brief narrative response (5-10 pages, single-spaced), indicating previous experience and capabilities related to each of the above task areas. In order to properly evaluate your capability statement, repeat each task area followed by your response. Your response must demonstrate the ability to perform each/all of the four (4) task areas. Capability Statements must clearly describe: 1) the offerors experience and qualifications to perform this work, organized by task; 2) the specific personnel, by name, who would work on this project (provide resumes); 3) your type of business or organization, and its size (number of employees and gross annual revenue); 4) the management structure, history of your organization (for example, number of years in business and DUNS #), and the other resources available to perform this work; 5) your eligibility under 8(a) or other set-aside programs (LIST ANY APPROVED NAICS CODES YOUR COMPANY HAS FOR REQUIREMENTS SIMILAR TO THIS). NOTE: THE APPLICABLE NAICS CODE FOR THIS REQUIREMENT IS UNCLEAR AT THIS TIME; ANY SIZE BUSINESS OR ORGANIZATION THAT BELIEVES IT CAN PERFORM THIS REQUIREMENT SHOULD SUBMIT A CAPABILITY STATEMENT.
