- Description
- The Federal Aviation Administration (FAA) intends to award a single-source contract in accordance with FAA AMS 3.2.2.4 to Metron Aviation Inc. of Herndon, VA, which provides research, engineering and development support for the Collaborative Air Traffic Management Technologies (CATMT) Program (formerly known as the Collaborative Decision-Making Program) (CDM)), Systems Operations Programs Directorate, ATO-R. This contract will bridge a gap in contract support due to the fact that the current contract (NAT-0000-04-P00235/DTFANE-05-C-00007) expires November 30, 2006. The current contract was originally expected to run for a longer period of performance; however, due to circumstances beyond the control of the program office, the support will be ending November 30, 2006. Therefore, a single source contract for a seven-month period of performance with an option for up to an additional three (3) months to allow for a possible transition to a new contractor is planned. The estimated total value of this acquisition is $3.3M. A follow-on competitive procurement (per the market survey notice of April 19, 2006) is planned for award by July 1,2007 with the possible transition period ending by September 30, 2007. It has been determined that it is in the best interests of the FAA to acquire these services from Metron Aviation for the following reasons: A contract vehicle that provides the specified services with the necessary level of contractor expertise is essential to the success of CATMT. Benefits of CATMT research have led to procedural changes and tool development to proactively manage changes in Air Traffic Control (ATC) system constraints that has resulted in significant delay avoidance and cost reduction to airlines, and therefore to the traveling public. Metron Aviation, Inc. is currently the sole provider of this support. Failure to award this bridge contract by the expiration of the current contract will lead to an interruption in contract support. This in turn will lead to an interruption in current CATMT activities meaning that the FAA ATO Systems Operations Programs Directorate will not be able to meet commitments that ultimately impact FAA Flight Plan Goals of System Safety and Capacity. A competitive solicitation is not available for this procurement.
