Description

This is a Sources Sought Notice only for the regionalization of solid waste collection, disposal, and recycling services in the National Capital Region (NCR) in accordance with FAR 19.10, Small Business Competitiveness Demonstration Program. The NCR consist of Fort Belvoir, VA; Fort Meade, MD; Aberdeen Proving Grounds, MD; Fort Myer Military Community, VA; and Adelphi Laboratory Center, MD. This is not a request for a proposal. The NAICS code is 562111 with a small business size standard of $11.0 mi llion. HUBZone, 8(a), Service-Disabled Veteran-Owned Small Businesses, and other small businesses capable of providing these services are encouraged to respond to this notice. This sources sought notice is for market research purposes in accordance with F ederal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a req uest that will be considered for contract award. No reimbursement will be made for any costs associated with providing information in response to this sources sought. A general description of each installations current solid waste and recycling activitie s follows. FT BELVOIR: Fort Belvoir is an installation of approximately 7,678 acres and is located in Northern Virginia. Solid waste and recycling needs on Fort Belvoir currently include service to population of 23,000 people; the population may double over the next 5 years. Currently service is required for trash and cardboard dumpster pick-up for over 200 office buildings and food service facilities. Disposal facilities are available within a 15-mile radius for refuse. Recycling pick-up from inside 215 office buildings (volume expected to double as population increases) and transporting recyclables to on-site recycling center for consolidation on a 5-day per week schedule. Currently roll-offs of (consolidated) glass, plastic, and scrap metal are tra nsported to buyers within a 25-mile radius. FORT MEADE, MD: Fort Meade is located midway between the cities of Baltimore and Washington D.C. The facility occupies an area of approximately 5,200. Currently, there are over 78 tenant organizations at Fort M eade. Fort Meade is expected to experience aggressive growth over the next 15 years resulting in the increase of approximately 20,000 new personnel. Currently, there are approximately 150 solid waste dumpsters (6 and 8 cubic yards capacity) and some large r roll-offs located within main area of the installation encompassing approximately 3,200 acres being any where from twice weekly, to five times per week. Currently the recycling program consists of approximately 120 pick-up points within the cantonment a rea, approximately 3,200 acres. Fort Meade currently operates a Recycling Center on post, under a contracting mechanism. The Center is approximately 25,000 square feet in capacity. Recycling commodities consist of includes but paper (white and mixed), c ardboard, cans, plastics, laser printer cartridges, newspaper, wooden pallets, glass, shrink wrap, magazines, telephone books, plastic bags, Christmas trees, and other recyclables. FORT MYER MILITARY COMMUNITY: Fort Myer Military Community (FMMC) serves the needs of residents, customers and workers at Fort Myer, Fort McNair and Marine Corps Base at Henderson Hall. These three installations comprise approximately 375 acres (246, 106 and 23 acres respectively). Solid waste and recycling needs on Fort Myer, Fort McNair and Henderson Hall currently include service to a population of 15,000 and a resident/worker population of 5,900 people. Currently there is seven-day a week service for trash and cardboard dumpster pick-up for over 115 office buildings and fo od service facilities at Fort Myer, 75 at Fort McNair and 14 at Henderson Hall. Disposal facilities are available within a 15-mile radius for refuse. Recyclin g is pick-up from inside 84 office buildings and transporting recyclables to an off-site recycling center for consolidation on a twice a week schedule. Recyclables currently consist of bottles, glass, cardboard, mixed paper, plastics and toner cartridges. There are currently 71 dumpsters, 16 Roll off/Compactors, 56 Mobile totes for Recycling, 11 Igloo containers and 11 (8 CY dumpsters) for Recycling. ABERDEEN PROVING GROUNDS: Aberdeen Proving Ground is an installation of 72,500 acres with 2 principle are as and an offsite test course. Presently there are over 7,500 civilians, 5,000 military, 3,000 contractors employed at the installation and 2,148 family housing residents. The installation is expected to increase in size (approximately 8,000 personnel) The installation no longer has the use of a landfill and all solid waste and recycling must be disposed of at approved off-site locations. Collection of the solid waste that is not for dumpster disposal must be collected by contractor on the installatio n for removal on a routine basis. Presently there are 500 dumpsters located around the installation for the collection of solid waste requiring pickup from one to six days of the week. The resident units at the installation total 1,143 units at which col lection is performed twice a week (one for recycling). Recycling collection is performed at 100 buildings with outside collection for cardboard and paper products. In-building service is performed at 91 buildings for the removal of paper and aluminum pro ducts. Other recycling commodities have included glass, wooden pallets, telephone books, and Christmas trees. Services are also provided to tenants with the use of roll-offs for large clean-out operations. ADELPHI LABORATORY CENTER: The Adelphi Laborat ory Center (ALC) is an installation of approximately 207 acres and 34 buildings in Montgomery & Prince Georges Counties in Maryland. Current solid waste and recycling needs at ALC currently include service to a population of approximately 1,300 people wit h no significant change foreseen in the future. Refuse and recycling pickup services is done on Monday-Friday schedule. Disposal facilities are available within a 15-mile radius for refuse. Refuse pickups for some dumpsters and roll-offs is recurring ev ery two week and others are on an as needed basis. Recycling pickups for cardboard (baled), mixed paper, plastics, aluminum cans and consolidated glass items is from one central point on an as needed basis, but usually at least once per month. Pickup and transport of roll-offs of scrap metal, as well as scrap aluminum, brass and copper, is from various points on the installation and is on an as needed basis.
