- This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The Contracting Center of Excellence (CCE) is soli citing information from potential small business sources on behalf of the Office of the Deputy Chief of Staff, G-1, Directorate of Military Personnel Management (DAPE-MPT). This request is to conduct a market survey in accordance with the Federal Acquisit ion Regulation (FAR) Part 10.001 to determine the extent of small business participation and capability to perform technical support services for the operation and maintenance of the Army Training Requirements and Resources System (ATRRS). ATRRS is the sy stem of record for soliciting training requirements, converting them into resourced training programs, allocating and managing training seats, making training seat reservations for students by name and SSN, and recording student input and output from class . The Performance Work Statement (PWS) requires all contractor personnel to possess a current Secret Clearance. A draft copy of the PWS is located on the CCE website at http://dccw.hqda.pentagon.mil/services/RFP1.ASP. Sources Sought Document entitled, W9 1WAW-07-T-0003, ATTR Requirement. The North American Industry Classification System (NAICS) Code is 561110 and the business size standard is $6.5M. Provide your corporate information, specify the company name, address, and attach a copy of your current C CR data. Contractors are requested to submit a Capability Statement that clearly addresses their corporate capabilities. The capability statement is not to exceed 20 pages and must provide a summary of relevant experience that address the entire scope of the PWS. The Capability Statement shall provide your understanding of the following and (describe in detail) how you would support these features of ATRRS: (1) Adjustment of training programs during the Training Requirements Arbitration Panel (TRAP) and display/tracking of resulting resource and scheduling impact on Active Army, Army Reserve, National Guard and sister services, both for Initial Entry Training (IET) and non-initial entry training. (2) Development and maintenance of training paths for One Station Unit Training (OSUT), Split training and IET/follow-on ASI training. (3) Quota and sub-quota source management for Active Army, Army Reserve, National Guard and sister services training seats. (4) The process for determining mobilization training r equirements, mobilization training planning, scheduling and student reservations (5) Initial entry training and in-service reservation process coordinated through systems supported by US Army Recruiting Command and Military Entrance Processing Stations (6) Provide an understanding of the requirements of the PWS (7) Provide a summary of your relevant experience and knowledge that addresses the entire scope of the requirement. (8) Provide relevant experience in fulfilling customer requirements similar in na ture and scope to the Army Training Requirements and Resources System (ATRRS) requirement. Contractors shall advise the Government of pending changes in small business status. The capability statements will be evaluated to determine if at least 2 small b usinesses are capable of performing the PWS. However, respondents will not be notified of the results. Factors that will be used to evaluate your capability package: (1) Understanding of Requirement Assess the degree to which the vendor has demonstrate d an understanding of the requirements of the PWS (2) Capabilities Assess the degree to which the vendor has demonstrated that they are capable of performing the full range and scope of the requirement. (3) Relevant Experience Assessment (a) Has the ve ndor provided a summary of their relevant experience and knowledge that addresses the entire scope of the requirement (b) Assess the degree to which the offeror has demonstrated relevant experience in fulfilling customer requirements similar in nature and scope to the Army Training Requirements and Resources System (ATRRS) requirement (4) Past Performance Assessment: Has the vendor provided specific past performa nce references that identify the contract number, contract value, type contract, period of performance, prime or subcontract, brief description of services, and the Contracting Officer. Assess the degree to which the offeror has demonstrated relevant past performance with customer requirements similar in nature and scope to the Army Training Requirements and Resources System (ATRRS). The anticipated period of performance for this requirement is for a base year, plus 4 option years.
