Description
A competitive Best Value acquisition is planned for the award of a firm-fixed- type Purchase Order for the Design Modification, Manufacture, Delivery, Assembly, Installation, and Operator Training for One (1) Automatic Dry Bag Isostatic Press Systems system. The press system shall be configured for remote control operation without exposed threads, metal pinch points, sparking parts, or sliding parts to prevent explosive build up to be either intrinsically safe or removed from the press site. This press system shall be used to produce shaped explosive charges and/or to press-load explosives into warhead cases in support of warhead development operations at Picatinny, NJ. The contractor shall modify their design, fabricate, install, and test a dry bag isostatic press system that shall meet the specified footprint area to be housed in the designated building. The system shall meet all dimensional requirements and working capacity, pressure, vacuum and temperature conditioning requirements as will be stated in the Statement of Work contained in the Solicitation. Remote control of the system is required and shall be performed by a Supervisory Control And Data Acquisition (SCADA) system to monitor and control the critical parameters. The system shall have al warranty included in its commercial terms of at least one year. The contractor shall install and connect the isostatic press system, SCADA system, and all ancillary equipment for the operation. Training will be provided from the contractor to ensure that ARDEC operators will be able to perform operational and programmable functions without service calls unless malfunctions occur. The contractor shall follow each performance milestone for the specified period of performance that will be stated in the Solicitation. Total period of performance is 11 months after Purchase Order award. FAR Part 12 and 13 policies are being used to accomplish this acquisition.
