- The Bureau of Reclamation, Phoenix Area Office has a requirement for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract to 1) assist with fish barrier investigations and aquatic surveys of streams, ponds, and reservoirs using gears such as electrofishing, netting, trapping, and pesticide application; 2) assist with office-oriented activities that may include entering of small electronic data sets of fish capture records, preparation of brief logs of field trips, simple statistical data analysis, data summary (creation of tables and figures) and interpretation, search and review of scientific literature, critical review of draft documents, and report writing; 3) prepare voucher specimens for deposit into the Arizona State University Collection of Fishes; and 4) other unanticipated fishery-related assistance activities. The qualified contractor will be on an "on-call" basis to assist its Fish Biologist with small-scope or difficult-to-plan activities (indefinite-delivery/indefinite-quantity) and who can quickly mobilize to assist the Phoenix Area Office (PXAO) Fish Biologist with fishery-related field sampling events and related non-field activities anywhere within its jurisdictional boundary. These areas may include the Gila, Little Colorado, Bill Williams, Yaqui (Whitewater Draw), and Sonoyta river basins in Arizona and New Mexico. Also, office-related activities may occur at the PXAO located at 6150 West Thunderbird Road, Glendale, Arizona 85306 or at its Materials Lab located at 505 South 43rd Avenue, Phoenix, Arizona 85005. These activities may implement conservation measures associated with on-going Reclamation projects, investigate potential environmental effects of new projects, or assist other Federal or State-sponsored actions that may affect fishery resources. Assistance could be needed for up to one dozen field trips a year, ranging from partial days to one full work week (five consecutive days). Field work often will occur at remote locations that may require camping in primitive conditions overnight and hiking over rough terrain for several miles with the backpack load approaching 30 pounds. Office-oriented work may require up to 20 days per year. In some cases, the contractor must be able to assist with field work with a minimum of one week's advance notice. The request for quotation number is 07SQ322011 and can be downloaded at www.fedbizopss.gov on or about December 12, 2006. This action is open to small business set-aside, Time and Labor Contract. The applicable North American Classification System (NAICS) code is 541620 with a size standard of $6.5 million. This Contract will be issued under the Simplified Acquisition Threshold. The minimum guarantee for the entire contraction term (including option years) will be $500. The performance period includes a base period of one-year and up to two additional one-year option periods. Estimated start date is on or about January 26, 2007.
