Description

The Pension Benefit Guaranty Corporation (PBGC) intends to modify contract PBGC01-CT-05-0746 with Deloitte Consulting LLP, 12010 Sunset Hills Road, Reston, VA 20190 on a sole source basis. This modification will increase the level of effort to provide additional support in areas such as: enhancements to PBGC's Consolidated Financial Systems (CFS) application, integration/interfacing with other PBGC systems, system integration and regression testing, and impact assessments. Deloitte Consulting LLP was responsible for the development and implementation of the CFS and is currently under contract to perform the operations and maintenance. The contract for the development and implementation of the Premium Practitioner System (PPS) was awarded to SRA International on September 29, 2006 and when implemented will be a sub-ledger to the CFS. Therefore the unique qualifications and experience of the Deloitte Consulting LLP staff under the CFS project are critical to the successful implementation of PPS. The modification will allow for, among other items, the additional support from Deloitte Consulting LLP required by the PPS project. Since Deloitte Consulting LLP is currently under contract to support the CFS, PBGC believes it is in the government's best interest to increase the level of effort under the contract to insure continuity and timeliness of the work required. This is a notice of intent to modify the existing contract in accordance with FAR 5.201(b)(1)(ii) and not a request for proposal. See Note #22.
