Description
POC: Carl Jones, Phone: 504-681-2299 Questions and Answers " Which form should the contractor use for the transmission of the offer to the government; Standard Form 33 for example? Answer: You are not being asked to use any forms in submitting your proposal. The award will be issued on SF 1449. " " Does the technical proposal need to be separate from the price proposal? If faxed or emailed how can it be keep separate? That is your call on how you submit your proposal. " " Are funds available to pay the contractor if he can complete the work in 90 days or less? Answer: Funds are available for this project. " " Can the contractor bill weekly? Answer: Invoices are to be submitted monthly. " " Once a proper invoice is submitted, how long does it take to receive payment? . Is payment electronic? Yes, see clause 52.323-33. Can invoices be submitted electronically The contract allows 30 days for payment but we have been paying within 14 days. Payment has been and can be electronic. Invoices can be submitted electronically but we normally also receive a disc that includes back-up supportive material. " " " Can you please provide a copy of wage determination No. 1980-0614? This cannot be obtained at the department of labor site. Answer: You can obtain a copy of the Wage Determination from the DOL web site. http://www.wdol.gov/ " " How will the contractor receive the task orders? Answer: Task Orders will be issued in writing from the Contracting Office. " " Who is responsible for verifying the size of the tree prior to cutting? Answer: FEMA/Corp of Engineers " " Are all the trees marked and listed using GPS coordinates? Answer: Yes " " Can the Quality Control report be submitted electronically on a daily basis? Answer: Yes, but signed hardcopies must still be turned in for every day. These could be turned in less regularly than daily. " " Can work be performed on weekends? Answer: Yes. How early can the work commence and any restrictions as to the time work must stop for the day? Answer: Work to be performed during Day Light Hours. " " Who provides the GPS system to confirm the coordinates? Answer: The Prospective Contractor. " " Is the contractor guaranteed a minimum of 7000 trees to remove? Answer: No 7,000 is the estimate. " " What would be the criteria for multiple awards? Answer: It is the Contracting Officers decision based on varying factors which may not be known until all offers have be evaluated. " " The report submitted by the contractor by the close of business will be for totals the previous day; does this include Sundays if no work is performed? Answer: Yes however, the report will only show no work performed. " " Is accident prevention plan and safety plan one in the same? Answer: Yes " " Can a copy of the sign-in sheet for the site visit be posted? Answer: Yes " " Can any questions asked at the site visit be posted so all perspective bidders can be privy to the answers? Answer: Yes " " If a tree to be removed is lying on private property who assumes responsibility for any damages during the removal? Answer: You will be responsible for any damages that result from your removing a tree. " " If private vehicles interfere with the removal of a marked trees how does the contractor proceed with the removal? Answer: : If this is a usable car you must get it moved by finding the owner by checking at homes in the area. If it is an abandoned vehi cle you can push it out of the way but afterwards you will have to push it back. " " Will the Corps assist the contractor with soliciting the help of the police department to remove the vehicle? Answer: If an additional effort is needed beyond the answer above it will be your responsibility to take care of it. " " If the terrain surrounding the trunk prohibits the ground cut to be made within 1/12 inches from the ground what is the expectation of the Corps in this situation? Answer: This is a 1-1/2 above ground requirement that you must do if possible. Roots that are above the ground will not have to be removed. Likewise if you cant cut at 1-1/2 then we will take it at the lowest height possible. If roots at the tree are higher than 1- 1/2 then the tree can be cut at the height to match. " " Can a company not primarily engaged in Arboriculture submit a bid to perform the work or does he have to be actively engaged in performing similar types of work? Answer: Contractor shall submit a minimum of three years past performance. " " Can a contractor rent or lease the services of a Louisiana Arborist or does that Arborist have to be a genuine full time employee of the contractor? Answer: Your company must comply with the Louisiana Department of Agriculture & Forestry guide lines. ww w.ldaf.state.la.us " " Does the prime contractor need to employee the Louisiana Arborist? Answer: Yes " " Is there any restrictions to the number of crews a single Louisiana Arborist may be allowed to supervise? Answer: This is covered by the Louisiana Department of Agriculture & Forestry. " " How does the contractor receive compensation for tree calipers falling between 5 to 6, 23 to 24 and the 35 to 36 ranges as stated in Amendment Number 6? " Answer: Compensation for trees will paid for based on the size closes to the sizes addressed in the bid schedule. " " The solicitation states that  Technical capability is significantly more important than price, technical more important than price? Answer: Evaluation will be based on Past Performance Lowest Price Technically Acceptable.
