- The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee) is pursuing partnerships with U.S. commercial manufacturers of Combat Casualty and Disaster Emergency Medical Technicians lighting products which meet the following criteria: 1) Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales. 2) Must offer a full product line including securely attachable, Intravenous line illuminated identification products, Point of Infusion/venipuncture lighting products which are non-toxic, disposable, emit chemiluminiscent cold light in a visible and IR range. 3) Light source must be self sufficient as to not rely on batteries or any other supplemental and or external means of power to generate light, come in a variety of colors, able to be transported, used and disposed of by Emergency and Combat medical personnel without adverse, environmental effects. 4) Lighting products must be small, compact, and light weight easily used by Combat personnel with special attention provided to protect the combat casualty responder and other personnel from emitted light heat signature targeting. 5) All products considered would be commercial off-the shelf (COTS) already developed products. This is not a notice requesting a developmental, unproven or untested product. 6) The vendor must be willing to set a high priority in delivering the materials to non-profit agency in order to assure that the agency will be able to make on-time deliveries to the customer. 7) All products must have been thoroughly lab tested and customer tested, be effective according to their purpose, have current MSD sheets (if applicable), contain no ingredients considered unacceptably harsh or hazardous. 8) Willingness to enter into a multi-year agreement, which includes technical assistance, to have a nonprofit agency that meets the criteria of the Javits-Wagner-O?Day Program to assemble and/or package the products in question thereby creating employment for people who are blind or severely disabled. 9) Commitment to working independently with the JWOD team to market the products to Government customers under the JWOD Program. 10) Willingness to work with the nonprofit agency, NIB or NISH and the Committee to ensure that the products? price to end-users is a fair and reasonable price. 11) Manufacturers? submissions must demonstrate that the specific products meet the various criteria, as well as indicate what functions the nonprofit agency?s employees would perform. At this time only original equipment manufacturers (OEM?s) need reply. No response is required from nonprofit agencies. The deadline for response is December 14, 2006.
