Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes ar e being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal for 100% small business set-aside utilizing the associated North American Industry Classification System code 332410, with a small busin ess size standard of 500 employees. This requirement is for a period of 120 days from date of award. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Provisions at 52.212-1, Instru ctions to Offerors  Commercial Items, apply to this acquisition. Provisions at 52.212-4, Contract Terms and Conditions  Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders  Commercial Items; and 52.233-4, Applicable Law for Breach of Contract Claim are applicable to this acquisition. The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ)  W912P5-07-T-0001. Description of Work: The Contractor shall provide all necessary plant, labor, equipment, and material to fabricate and deliver eight (8) 4 p ass, 164 tube generator air coolers as specified herein and as shown on drawings P-8244228, Q-2/805H and Q-2/805K. After assembly is completed, each air cooler shall be completely filled with water and subjected to a hydrostatic test pressure of 120 psig for 1 hour. Shop drawings shall be submitted for approval. Five copies each shall be submitted. Shop drawings shall include catalog cuts, templates, fabrication, and assembly details and type, grade, and class of materials with certifying letter from sup plier. Electronic copies of the final approved shop drawings shall be provided in Intergraph Micro station Version 8 format. Welding operators, welders, and tack welders shall be qualified and, as necessary, re-qualified for the particular type of work to be done. Qualification shall be in accordance with AWS D1.1, Section 5 or the ASME BPVC, Section IX. The Contractor shall certify by name to the Contracting Officer the welders and welding operators so qualified, including the date of qualification and code and procedures under which qualified. Contractor shall be responsible for delivery of the finished product  eight new air coolers - to the Center Hill Lake Power House compound, ATTN: David Mackie, 270 Lancaster Road, Lancaster, TN 38569, phone numb er 931-858-3618. All work shall be completed within 120 days from the Contractors notice to proceed. ***For Detailed Statement of Work, Photos and to view referenced drawings, go to www.fedteds.gov.*** You must be registered on fedteds.gov in order to view the drawings, photos and statement of work. For the instructions that follow, the words offer and quote are used synonymously in this solicitation. Contractor shall submit a best value offer to be eligible to be awarded this contract. Offers shall be evaluated on three criteria: technical, past performance, and price. The contractor shall submit no more than three 8 ? x 11 pages describing their technical capabilities, past performance on like projects within the last five years with references and a firm fixed price for eight (8) 4 pass, 164 t ube generator air coolers as specified. Offers are due no later than 1:00 pm EST on 5 December 2006, to the Estes Kefauver Federal Building, U.S. Army Corps of Engineers, Nashville District, Contracting Division (ATTN: Althea Rudolph), 110 9th Avenue Sou th, Room A-604, Nashville, Tennessee 37203.
