- DRAFT NOTICE Request for Information/Comments (RFI) Visual Information (VI) / Multimedia Services Procurement Office: HQINSCOM, 8825 Beulah Street, Ft. Belvoir, VA 22310 Response Date: Monday 20 November, 2006 11:00 p.m. EDT THIS IS NOT A REQUEST FOR PROPOSAL. This Draft Notice is being published for industry input, comments and information regarding the Performance Work Statement (PWS) attached. (Please refer to Attachment I (PWS Summary) and Attachment II (Draft PWS). The government intends to issue a Request for Proposal in accordance with FAR Part 15, Contract by Negotiations and supplemented by FAR Part 19.8, 8a Small Business Set-Aside Program. This announcement follows our sources sought notice that was published o n November 3, 2006. The solicitation number is W911W4-07-R-0001 and will be issued as a Request for Proposal (RFP). The USARMY HQINSCOM IAPC-DOC is conducting a full and open competition after exclusion of sources for Visual Information (VI)/Multimedia Se rvices, Maintenance, Installation and Training services. The North American Industry Classification System (NAICS) code is 541512. The Size Standard is $23 million. The Government anticipates award of a Time and Materials Indefinite Delivery/Indefinite Qua ntity (IDIQ) contract for a 12-month base period with four one-year options. HQINSCOM estimates the maximum effort for this requirement at 46,300 hours for the base period. This procurement is anticipated to be set-aside for Women-owned businesses partici pating in the 8(a) Business Development (BD) Program. Proposed personnel shall be in possession of TS/SCI clearances at time of proposal submission. Contractors performing the tasks required must be eligible for access to Sensitive Compartment Information Facilities (SCIF). The Request for Proposal will be posted on the FedBizOps website (www.fedbizopps.gov on or about 1 December 2006. Prospective offerors should submit any questions they may have concerning this requirement by e-mail to VIMULTI-MEDIASERVICE@mi.army.mil Resp onses to such questions will be provided to all prospective offerors. Proposals shall then be due on or about 31 December, 2006, at 12:00 p.m. EDT.
